People's governments at all levels shall incorporate fire control work into the national economic and social development plan to ensure that fire control work is compatible with economic and social development.
The people's governments at or above the county level shall include the funds for fire fighting business, full-time fire brigades and civilian firefighters set up by the government into the fiscal budget at the corresponding level, and increase investment according to the needs of fire fighting development to ensure the actual needs of fire prevention, fighting and emergency rescue. Article 4 The public security organs of the people's governments at or above the county level shall supervise and manage the fire control work within their respective administrative areas, and the fire control institutions of the public security organs of the people's governments at the corresponding levels shall be responsible for the implementation.
Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in fire control according to law. Article 5 People's governments at all levels shall regularly organize publicity and education on fire control laws and regulations, popularize fire control knowledge, and enhance citizens' awareness of fire control safety and legal system.
The public security organs and their fire control institutions shall strengthen the publicity of fire control laws and regulations, and urge, guide and assist the relevant units to do a good job in fire control publicity and education.
Education, human resources administrative departments, schools and relevant vocational training institutions should incorporate fire control knowledge into education, teaching and training.
Newspapers, radio, film and television, internet and other relevant units should actively publicize fire laws, regulations and common sense, and timely release fire public information.
Trade unions, the Communist Youth League, women's federations and other organizations shall, in light of the characteristics of their respective working objects, organize fire prevention publicity and education.
Citizens should consciously learn fire knowledge, actively participate in fire drills, and improve their self-help ability in fire prevention. Article 6 Maintaining fire safety is the common responsibility of the whole society. All units and individuals have the obligation to maintain fire safety, protect fire control facilities, prevent fires and report fire accidents. All units and adults have the obligation to participate in organized fire fighting. Seventh to encourage and support fire scientific research and technological innovation, promote the use of advanced fire fighting and emergency rescue technology and equipment, improve the level of fire prevention, fire fighting and emergency rescue.
Encourage and support social forces to carry out public welfare propaganda, fire prevention, fire safety assistance and other fire volunteer service activities. Encourage units and individuals to donate to public fire control. Eighth every year 1 1.9 is the province's fire day, people's governments at all levels and their relevant departments and units should take various forms to carry out fire prevention publicity and education, fire drills and other activities. Chapter II Fire Control Duties Article 9 People's governments at or above the county level shall perform the following fire control duties:
(a) the establishment of fire safety committee or joint meeting system of fire control work, research and coordinate to solve major fire safety problems;
(two) the fire planning into urban and rural planning, and is responsible for organizing the implementation;
(three) to strengthen the construction of public fire control facilities, improve urban and rural fire safety conditions;
(four) organize relevant departments to carry out fire safety inspection;
(five) to establish and improve the social linkage mechanism of emergency rescue, and organize and direct the emergency rescue work of major disasters and accidents;
(six) supervision and inspection of the relevant departments of the people's government at the same level and the people's governments at lower levels to perform their duties of fire safety;
(seven) other duties as prescribed by laws and regulations. Tenth public security organs and their fire control institutions shall perform the following fire control duties:
(a) to carry out fire supervision and inspection according to law;
(two) in accordance with the provisions of the public law enforcement basis, authority, procedures, time limit, public fire technical standards;
(three) according to the provisions of the public security department of the State Council, the fire design audit and fire acceptance of special construction projects such as large-scale crowded places; Conduct spot checks on other construction projects for the record; Fire safety inspection before putting public gathering places into use and opening;
(four) to investigate and deal with fire safety violations in accordance with the law, urge the rectification of fire hazards, and report and notify major fire hazards in a timely manner;
(five) to formulate fire emergency rescue plans and conduct drills;
(six) the implementation of fire fighting and fire accident investigation according to law;
(seven) to carry out major disasters and other emergency rescue work to save people's lives;
(eight) to provide professional guidance to full-time fire brigades and volunteer fire brigades;
(nine) other duties as prescribed by laws and regulations. Eleventh police stations shall perform the following fire duties:
(a) to carry out fire safety publicity and education, supervise and guide the village (neighborhood) committees, property service enterprises and other relevant units to implement fire safety measures;
(two) to carry out daily fire supervision and inspection, in accordance with the relevant provisions of the state and the province to deal with fire safety violations;
(three) to assist the fire control institutions of public security organs to carry out fire fighting, emergency rescue and fire accident investigation;
(4) Other duties as prescribed by laws and regulations.
