Article 4 Chengdu Personnel Bureau is the competent department of continuing education in the whole city, and district (city) and county personnel bureaus are the competent departments of continuing education in enterprises and institutions under their respective districts (cities) and counties.

The relevant departments of the municipal and district (city) county people's governments shall be responsible for the planning, organization, guidance and supervision of the continuing education of enterprises and institutions in this system.

Enterprises and institutions shall, according to the requirements of their competent departments and the actual needs of their own units, formulate plans and management systems for continuing education and be responsible for their implementation. Article 5 Chengdu Continuing Engineering Education Association shall, under the guidance of the Municipal Personnel Bureau, carry out mass academic activities, communicate information, provide consultation, promote horizontal alliance and strengthen international and domestic exchanges. Article 6 The task of continuing education is to enable professional and technical personnel to learn new theories, techniques and methods in combination with their own work, so as to constantly update, broaden and deepen their knowledge, improve their knowledge structure and improve their professional level and creativity. Article 7 The specific content of continuing education shall be determined according to the needs of establishing and perfecting the socialist market economic system, the development of new technologies at home and abroad, the long-term development and short-term work needs of enterprises and institutions, and the actual situation of the knowledge structure and professional level of professional and technical personnel. Eighth professional and technical personnel to receive continuing education, mainly to participate in the unit, the system organization of advanced classes and self-study activities, but also by enterprises and institutions unified arrangements, take the following forms:

(a) to participate in self-taught classes, training classes and research classes organized by institutions of higher learning, scientific research units, social organizations or continuing education management departments;

(2) Attending academic conferences and lectures at home and abroad;

(3) Writing academic works and technical articles;

(four) to participate in other forms of continuing education activities. Ninth senior professional and technical personnel to receive continuing education time shall not be less than 72 hours a year, junior professional and technical personnel to receive continuing education time shall not be less than 42 hours a year. Every three years is a cycle, and the study time in a cycle can be used centrally or dispersed. Tenth continuing education teachers should generally be held by personnel with higher professional and technical level, and can also be held by other personnel with rich practical experience. Teachers are mainly part-time, supplemented by full-time. Eleventh enterprises and institutions owned by the whole people and collective ownership, continuing education expenses shall be independently arranged by enterprises and institutions according to the relevant provisions of the state to ensure the completion of continuing education tasks.

The continuing education expenses of private enterprises and foreign-funded enterprises shall be implemented with reference to the relevant provisions of the state and this Municipality on the education expenses of employees of enterprises owned by the whole people and enterprises owned by collectives. Twelfth city and district (city), the relevant departments of the county people's government shall implement the continuing education assessment system of enterprises and institutions, and take the continuing education as one of the contents of the assessment of leading cadres' term objectives. Thirteenth city to implement the continuing education registration certificate system, continuous record of professional and technical personnel to receive continuing education.

Enterprises and institutions shall, in accordance with the relevant provisions of the registration certificate system of continuing education in this Municipality, regularly assess the professional and technical personnel receiving continuing education, and record the assessment in their business assessment files as one of the bases for their use. Article 14 Professional and technical personnel shall abide by the regulations of the state and our city on the management of continuing education, obey the arrangement of continuing education of their units, implement the management system of continuing education of their units, complete the task of receiving continuing education, and accept the inspection and assessment of their units. Fifteenth enterprises and institutions to carry out continuing education for professional and technical personnel. If you need to study full-time at home for more than 800 hours (including 800 hours) or send it abroad for further study, you can conclude a written contract in accordance with the principle of voluntariness and equality, and establish your respective rights and obligations, as well as the responsibilities you should bear if you violate the contract. Sixteenth municipal and district (city) county people's governments and their relevant departments may commend or reward units and individuals that have conscientiously implemented these Provisions and made remarkable achievements in continuing education. Units and individuals who have not completed the task of continuing education in violation of these regulations shall be dealt with according to the relevant provisions of the state. Seventeenth enterprises and institutions and their competent departments may commend or reward professional and technical personnel who have made outstanding contributions to the knowledge and skills gained through continuing education at work. Eighteenth participants in continuing education, under any of the following circumstances, their units may give criticism and education according to the circumstances, and may not reimburse tuition fees or deduct wages during full-time study; If the circumstances are serious, the promotion of professional and technical positions may be postponed or the existing professional and technical positions may be dismissed:

(a) do not obey the continuing education work arrangement of the unit;

(two) without the approval of the unit, without justifiable reasons to terminate the study;

(three) in violation of the relevant rules and regulations of the school during the study period, resulting in adverse effects;

(four) did not meet the basic requirements of learning objectives, continuing education registration credits did not reach the basic line.
