The Secretary for Education can transfer teachers, but it is not the Secretary for Education who has the final say. If it is necessary to transfer after discussion at the office meeting of the Director of Education Bureau, a letter of cadre business transfer shall be issued to the Personnel Department of Education Bureau.

The Education Bureau is the Ministry of Education established in accordance with the regulations of the Organization Establishment Committee of People's Republic of China (PRC), and it is the government department in charge of education and language work.
