Article 1 In order to ensure the implementation of the Compulsory Education Law of People's Republic of China (PRC), these Measures are formulated in light of the actual situation in our province. Article 2 Nine-year compulsory education shall be implemented. Compulsory education is divided into two stages: primary education and junior high school education. Popularize primary and secondary education on the basis of universal primary education. Article 3 Compulsory education must implement the educational policy of the state, strive to improve the quality of education, enable children and adolescents to develop morally, intellectually and physically in an all-round way, and lay a foundation for improving the quality of the whole nation and cultivating talents with ideals, morality, culture and discipline for socialist construction. Article 4 Children who have reached the age of six should go to school and receive compulsory education for a certain number of years. Where there are no conditions for running a school, enrollment at the age of seven will be temporarily postponed. Fifth universal compulsory education, according to the local economic and cultural development, according to the township, step by step:

(a) economically and culturally developed urban areas, counties and towns, on the basis of universal primary education, universal primary secondary education 1990 before;

(2) Towns with moderate economic and cultural development should popularize primary education before 1987 and junior high school education before 1995.

(3) 1990 Primary education will be basically popularized in towns and villages with underdeveloped economy and culture, and junior high schools at different levels will be popularized by the end of this century. Article 6 The people's government at the county level shall be responsible for the establishment of primary schools and junior secondary schools, making unified planning and rational layout, so as to facilitate children and adolescents to enter schools nearby; Actively develop preschool education and education for mentally retarded children. The municipal people's government with districts and the regional administrative office are responsible for the establishment and construction of special education schools for the blind and deaf.

Encourage and support enterprises, institutions and other social forces to set up various schools as stipulated in the first paragraph of this article under the unified management of the local people's government and in accordance with the basic requirements stipulated by the state. Encourage units, collectives and individuals to voluntarily donate money for education.

The establishment, merger and closure of a school shall be examined by the education administrative department at or above the county level and reported to the people's government at the same level for approval. Article 7 The right of children and adolescents to receive compulsory education is protected by state laws.

Parents or other guardians have the obligation to educate their children or ward, and must ensure that their children or ward enter school at the legal age, and must not let them drop out of school halfway.

School-age children and adolescents need to postpone or be exempted from schooling due to illness or special circumstances, and their parents or other guardians shall submit an application and proof, which shall be submitted to the people's government of a township or town or the subdistrict office for approval.

It is strictly forbidden for any organization or individual to recruit school-age children and adolescents who should receive compulsory education for employment; If it is really necessary to recruit literary, sports and special craft units, it must be approved by the labor administrative department at or above the county level, and arrange for school-age children and adolescents to receive compulsory education according to the same procedures.

Religious activities that hinder the implementation of compulsory education shall not be used. Eighth schools have the obligation to assist the local government to organize and mobilize school-age children to enter school on time and complete the education for a specified number of years.

Schools should strictly implement the student status management system. Students shall not be forced to drop out of school. Article 9 Schools must implement educational plans and syllabuses, reform educational methods, complete educational and teaching tasks on time and improve the quality of education.

Schools should actively promote and use Mandarin, which is commonly used throughout the country. Article 10 Protect the rights and interests of schools from infringement. No unit or individual may damage or occupy school buildings, sites, equipment and other property; Shall not interfere with the normal teaching order of the school; Without the consent of the administrative department of education at or above the county level, the school shall not suspend classes.

It is forbidden to rent or transfer school buildings and venues for non-teaching purposes.

It is forbidden for any unit to apportion expenses to schools. Schools are not allowed to overcharge parents. Eleventh teachers should have the cultural level and corresponding professional ability stipulated by the state. The acquisition of teacher qualification must be examined and approved by the education administrative department at or above the county level, and a teacher qualification certificate shall be issued.

Teachers should love socialist education, strive to improve their ideological, cultural and professional level, love students and be loyal to their duties. Teachers' duties are: to educate students on revolutionary ideals, communist moral quality and socialist legal system, and to complete the teaching tasks stipulated in the national syllabus; Care for the healthy growth of children and adolescents.

Teachers should abide by and maintain professional ethics. Corporal punishment or disguised corporal punishment is prohibited. Article 12 The whole society should respect the noble work of teachers. People's governments at all levels should take measures to improve the social status of teachers, improve their working and living conditions and protect their legitimate rights and interests.

The appointment and removal of private teachers shall be approved by the county-level education administrative department. Where the wages and benefits of private teachers are low, they should gradually reach the level of local public teachers at the same level. Private teachers do not undertake voluntary labor and may not contract responsibility fields.

Protect the personal safety and personal dignity of teachers from infringement, and it is strictly forbidden to insult and beat teachers. Thirteenth provinces, prefectures, cities and counties should give priority to the development of normal education, run normal colleges, secondary normal schools, preschool normal schools and teachers' training colleges respectively, and train teachers in primary and secondary schools, kindergartens and special education schools.

Graduates from teachers' colleges and other institutions of higher learning who are assigned as teachers according to the plan shall be assigned to teach in schools according to regulations, and no unit or individual may intercept them. Students who enroll students in a targeted way must be assigned in a targeted way. Teachers entrusted with training or full-time study must return to their original units after graduation or graduation.
