Three-level safety education refers to the factory-level safety education, workshop-level safety education and post (section, team) safety education for new employees and workers, which is the basic form of safety production education system in factories and mines. Three-level safety education system is the basic education system of enterprise safety education. Three-level safety education includes factory education, workshop education and team education. Enterprises must carry out factory education, workshop education and team education on safety production for new workers; Workers who change jobs and adopt new technologies, new processes, new equipment and new materials must receive safety and health education in new posts and new operation methods. Educated people can only operate on their posts after passing the examination.

There are provisions in the Law on Safety in Production.

Article 21 The production and business operation entity shall educate and train the employees in production safety, so as to ensure that the employees have the necessary knowledge of production safety, be familiar with the relevant rules and regulations on production safety and safe operation procedures, and master the skills of safe operation in their posts. Employees who have not passed the safety education and training are not allowed to work at their posts.

Twenty-second production and business units that use new technologies, new processes, new materials or new equipment must understand and master their safety technical characteristics, take effective safety protection measures, and conduct special safety education and training for employees.
