The domestic unified serial number is a variety of newspaper codes compiled by the General Administration of Press and Publication for newspapers published in China according to the prescribed format. It is a national standard, and its structural form is: CN newspaper registration number/classification number (CNXX(2 digits) -XXXX (4 digits) /X (capital English letters)).
For example: cn 1 1-5640/n, where cn is the country code of China,11is the region number, and 5640 is the serial number of the serial publications in this region. Only an official newspaper that has applied for approval to be incorporated into a unified domestic serial number can be publicly subscribed, distributed, displayed or sold, advertised and priced.
A newspaper that has been approved by the administrative department of press and publication, gone through the registration formalities, obtained the Newspaper Registration Certificate (uniformly printed by the Press and Publication Administration), and incorporated into the "unified domestic serial number" (CN * *1* *) is an "official newspaper". The distribution of official newspapers can be divided into "public" and "internal".
If it is publicly issued, it can be publicly subscribed, displayed and sold in the whole country or in a certain geographical area; With the approval of the press and publication administration, it can be subscribed, displayed and sold abroad. Internal distribution can only be subscribed, displayed and sold within the designated scope of China, and public distribution is not allowed.
The newspaper mentioned in these Provisions refers to a series of loose-leaf publications with a fixed name, serial number and format, with news reports as the main content and published at least once a week. These Provisions shall also apply to the management of existing loose-leaf continuous publications published in the form of newspapers with non-news content as the main content or publication period exceeding one week.
The bound edition (including the compressed edition) of the official newspaper should be regarded as a natural extension of the newspaper itself. Any newspaper (excluding documents and briefings) that has been approved by the administrative department of press and publication, gone through the registration formalities and received the "Internal Reporting Permit" (uniformly printed by the administrative department of press and publication at the provincial level) for guiding the work and exchanging experience in this system is called "informal newspaper".
"Informal newspapers" are not for sale. Not included in the "unified domestic serial number", shall not be publicly subscribed, issued, displayed or sold. They are not allowed to advertise and publish pricing, and newspapers that publish informal newspapers are not allowed to engage in any business activities.

China standard serial publication number (CSSN) consists of international standard serial publication number marked by ISSN and domestic unified serial publication number marked by China country code CN. CN number is the code number assigned by the national publishing management department to the continuous publications in each province. Prefixed with "CN", it consists of 6 digits and classification number. Its structural format is CN XX-XXXX. In Beijing, where there are many serial publications, when the area code "1 1" is used up, the serial publications in Beijing use "10" as the spreading code.
