After the outbreak of the Pacific War, the Central Committee of the Communist Party of China decided to open an underground communication line with the Comintern. In order to implement the decision of the Central Committee, 1942, in February, Ren and Li Fuchun, heads of the Central Agricultural Committee, met with Wang Shixian, organization minister of the Gansu Working Committee of the Communist Party of China, and conveyed the decision of the Central Committee to open an international liaison line. At that time, the Central Committee of the Communist Party of China's intention was to connect the Central Committee of the Communist Party of China and the Communist International through Gansu and Xinjiang, and to transmit materials, personnel and information by setting up stations along the way. The selected personnel should be members of * * * with hidden cover and high social status, and it is best to work in the Kuomintang government and military radio stations. Wang Shixian reported to Ren and Li Fuchun about the qualified party member in Lanzhou, Yongdeng, Jiuquan and Yumen. In Yongdeng, Wang Rulin, Wang Jiansan and Cai Zhendong were initially selected. According to Wang Shixian's suggestion, Ren and Li Fuchun think that it is not only necessary to build a station in Yongdeng, but also the conditions are basically mature. In view of the fact that the organs of the Gansu Provincial Working Committee of the Communist Party of China were destroyed in June 1940, the Working Committee had informed the local party organizations to stop their activities, and party member scattered in hiding. At present, the situation of party member in the Kuomintang-controlled area is not fully understood. For the sake of prudence, Ren and Li Fuchun made three chapters on Wang Shixian: First, make an investigation first, then build a station; Second, you must never have relations with local organizations when you go out this time; Three, where the selected party member, all cut off the relationship between local organizations, for long-term hidden plans, only looking for organizations, not looking for organizations.
After accepting the task, Wang Shixian immediately rushed to Xi 'an and then returned to Lanzhou. In Lanzhou, Wang Shixian met with Zhang Xiaoliang, Economic Commissioner of Major General of the Eighth Theater, Wu Kejiu, Wang and Sun Bangxiu, engineers of the Highway Bureau, and Ma Dali, director of the post office. After that, Wang Shi set off from Lanzhou and arrived in Yongdeng, where he met with Wang Rulin, Wang Jianshan and Cai Zhendong respectively. After interviews and various investigations, Wang Rulin, Wang Jiansan and Cai Zhendong believed that they had firm communist beliefs and a firm anti-Japanese attitude, and then conveyed the central decision to them.
Approved by the Central Agriculture Committee, at the beginning of June, Wang Shixian led the radio technicians Li Shen, Yang Gang and others to return to Shaanxi and Gansu to implement the station building work. After more than a month's efforts, the Central Committee of the Communist Party of China International Traffic Line Xi Station, Lanzhou Station, Yongdeng Station and Yumen Station have been established one after another. After Wang went to Yongdeng first, he announced on behalf of the Central Committee of the Communist Party of China Agriculture Committee that Wang Rulin was appointed as the stationmaster of Yongdeng Traffic Station of the Central Committee of the Communist Party of China International Traffic Line, Wang Jiansan as the deputy stationmaster, and Cai Zhendong as the director of radio department. The accompanying Shen Li and Yang Gang secretly connected the contact signal of Yongdeng Radio. Since then, red radio waves from Yan 'an and Moscow have crossed Yongdeng from time to time, transmitting top secret information between the Central Committee of the Communist Party of China and the Communist International, and increasing the channel of anti-fascist war. 1943 In May, the Comintern was dissolved, and Yongdeng Traffic Station, an international traffic line in the Central Committee of the Communist Party of China, was closed.
