Recently, the Ministry of Education issued the Catalogue of Vocational Education (202 1) (hereinafter referred to as the Catalogue). According to the "14th Five-Year Plan" of national economic and social development and the requirements of the long-term goal of vocational education in 2035, the new edition of Catalogue is connected with the modern industrial system on the basis of scientific analysis of the relationship between industries, occupations, posts and specialties.
The service industry has advanced foundation, modernized industrial chain, unified use of major categories, major categories and three-level classification of majors, and integrated design of undergraduate majors of secondary vocational education, higher vocational education and higher vocational education at different levels, totaling 19 major categories, 97 major categories and 1349 majors, including 358 secondary vocational majors and 744 higher vocational colleges.
The catalogue shall take effect as of the date of publication. From 20021,the professional setting and management of the proposed enrollment in vocational colleges shall be implemented according to the Catalogue and the corresponding professional setting management measures. The Ministry of Education requires all provincial education administrative departments to set up their majors reasonably according to the catalogue and measures, combined with the needs of high-quality development of regional economy and society, and do a good job in the setting and management of state-controlled distribution majors. Secondary vocational schools can set up majors other than the record catalogue according to regulations.
Higher vocational schools independently set up and adjust higher vocational majors in accordance with relevant regulations, and can independently demonstrate the direction of specialty setting. The Ministry of Education guides qualified vocational colleges to actively and steadily set up undergraduate majors in higher vocational colleges according to the requirements of high starting point and high standards, so as to avoid rushing headlong into it.
According to the catalogue, the Ministry of Education will issue corresponding professional profiles one after another and organize the formulation of corresponding professional teaching standards. All localities are required to guide vocational colleges to comprehensively revise (formulate) and issue and implement corresponding professional talent training programs according to the catalogue and professional profile; All vocational colleges are required to adjust and optimize the teacher establishment, develop or update professional course textbooks in time according to the Catalogue, and take the implementation of the Catalogue as an opportunity to further promote the reform of teachers' teaching materials and methods.
