In order to express the deep condolences of the people of all ethnic groups in China to the victims of the 512 Wenchuan earthquake, the State Council decided to observe the national mourning day from May 19 to May 2 1 2008. During this period, flags were lowered at half mast in China and overseas institutions, public entertainment activities were stopped, and the Ministry of Foreign Affairs and China's embassies and consulates abroad set up condolence books.
