These goals reflect the development direction of China's education and aim to contribute to the long-term development of the country and the happy life of the people through educational reform and innovation. 1in March, 1995, the Education Law of the People's Republic of China was promulgated and implemented, in which the education policy expressed in Article 5 increased by seven words compared with the description in the Outline, specifically stating: "Education must serve the socialist modernization and must be combined with productive labor to train builders and successors of the socialist cause with all-round development in morality, intelligence and physique."
