I. Basic principles

Adhere to the principle of "territorial management, classified policy, strict audit, safety and order" and strictly organize off-campus training institutions to resume classes offline.

Second, the object of resumption of classes

The existing off-campus training institutions approved by the local education administrative department and registered by the civil affairs department can resume offline training after passing the inspection and acceptance of epidemic prevention and control and safety work.

Non-disciplinary off-campus training institutions managed by local science and technology, cultural tourism and sports departments and registered by civil affairs or market supervision departments can resume offline training after passing the inspection and acceptance of epidemic prevention and control and safety work.

III. The time for resumption of trading starts from June 2022 1. According to the principle of "who approves, who supervises, who is in charge and who supervises" and the territorial management requirements of epidemic prevention and control, the industry departments of off-campus training institutions in counties will arrange the deployment. After the students who have returned to school have passed the epidemic prevention and control and safety inspection and acceptance, they can return to offline training.

Fourth, resume the procedure.

In strict accordance with the procedures of self-examination, self-correction, comprehensive inspection and feedback announcement, and in accordance with the proportion of no more than 50% of the students, offline classes are organized in an orderly manner every day.

Self-examination and self-correction After self-examination and self-correction, if the off-campus training institutions have the conditions for resuming classes, they shall submit the Application Form for Resuming Classes of Off-campus Training Institutions, the Commitment Letter for Epidemic Prevention and Safety Work of Off-campus Training Institutions and the Commitment Letter for Resuming Classes of Off-campus Training Institutions to the local industry authorities.

Comprehensive inspection. After receiving the application, letter of commitment and related materials for resumption of classes from off-campus training institutions, the industry departments of off-campus training institutions in counties organize personnel to check, and only one is qualified and one is resumed.

Feedback has been published. From June 1 day, the industry departments of off-campus training institutions in counties should carry out the inspection, acceptance and feedback of off-campus training institutions in batches, announce the results to the public and arrange for resumption of classes. There are three kinds of acceptance conclusions: agree to resume classes, reapply, and disagree to resume classes. The conclusion is that the off-campus training institutions that "agree to resume classes" post the feedback "Application Form" in a prominent position in the institutional place; The off-campus training institutions with the conclusion of "reapplication" must rectify the problems and reapply for acceptance, and offline training can be resumed only after passing the acceptance.

Implement epidemic prevention and control. Off-campus training institutions should improve the work plan for the prevention and control of epidemic normalization. Thoroughly disinfect the environment before resuming classes and prepare sufficient epidemic prevention materials. Classrooms, offices, public activity areas and other places should be ventilated and recorded. Before the resumption of classes, off-campus training institutions should organize emergency drills, be familiar with the contact information of the fever clinic in the nearest designated hospital, and immediately start emergency treatment if abnormal conditions are found.

Investigation of potential safety hazards. Off-campus training institutions shall abide by safety management regulations and strictly manage training places and personnel; School buildings, equipment, etc. Should be kept intact, monitoring facilities should meet the requirements; Training institutions providing catering services shall strictly implement the food safety management system to ensure the safety of trainees and employees.

Implement the "double reduction" policy. Off-campus training institutions should strictly implement the national "double reduction" work requirements, standardize school-running behavior, and carry out training activities in accordance with laws and regulations. Subject training institutions for senior high school students refer to the implementation.
