The personnel files of "three supports and one support" personnel are transferred to the county-level personnel department where the service unit is located, and the party group and organizational relationship are transferred to the service unit. The grass-roots service units are responsible for daily management and annual assessment, and the township party committees and governments are responsible for providing necessary working and living conditions.

3, "three supports and one support" personnel enjoy the rights stipulated in the service agreement, fulfill the obligations stipulated in the service agreement, and shall not unilaterally standstill agreement or leave without authorization.
