There are two possibilities. For example, for intelligence test, the standard required by the demand department may be 90, and the demand department may require 140. Or English requirement is not 60, but 80. In other words, your understanding and requirements for passing the ball are different. The second possibility is the lowest. The demand department has found other suitable candidates, and HR can't arrange other positions for you.
