According to the Civil Service Law of People's Republic of China (PRC), the Provisions on the Employment of Civil Servants (for Trial Implementation) and the Notice of the Organization Department of Shandong Provincial Party Committee, the Department of Human Resources and Social Security of Shandong Province and the Civil Service Bureau of Shandong Province on Relevant Issues Concerning the Employment of Civil Servants in the 20 12 Provincial Examination (Lu Renshe Fa [20 12] No.6), it is now on 2012. Organs at all levels in Heze City will openly recruit civil servants who hold non-leadership positions below the chief clerk for the society (including those recruited by the management unit of the Civil Service Law, the same below). I. Conditions for recruiting candidates

(1) Having China nationality;

The qualifications for recruiting civil servants in the public security system shall be implemented in accordance with relevant regulations without further notice.

Applicants cannot apply for civil servants in the same unit, and those who are related should be avoided. Persons who have received criminal punishment for crimes and have been dismissed from public office, who have been found by the competent departments of civil servants at all levels to have serious violations of examination discipline, are not allowed to apply for civil servants, those who have been expelled for less than five years, non-fresh graduates, active servicemen, and those who are not allowed to be employed as civil servants according to the law. Among them, non-fresh graduates are not allowed to apply for the exam on the condition of obtaining academic qualifications.

Civil servants in counties (cities, districts) and below in our province (including units below the county level in the province) who have worked for 5 years (including probation period) or have worked for 2 years and obtained excellent grades in annual assessment can apply for civil servant positions in higher authorities, while other civil servants cannot apply for it.

Our province has organized the recruitment and selection of grassroots project personnel (hereinafter referred to as grassroots project personnel) such as "selecting and transferring college graduates to work in villages", "three supports and one support" and "college students volunteering to serve the west", who have served for 2 years and passed the examination, and registered within 3 years (referring to grassroots project personnel recruited and selected in 2008, 2009, 20 10). Those who have enjoyed preferential policies and been employed as civil servants or staff members of public institutions will no longer enjoy the policy of orientation examination for civil servants.

The conditions for applying for the post of Selected Graduates, a supplementary staff member selected for the senior high school entrance examination in Selected Graduates, are: good ideological and political quality, and consciously implementing the party's line, principles and policies. Solid work, willing to endure hardships, willing to contribute, strong sense of work innovation, entrepreneurial spirit, outstanding performance. Strong organizational discipline, integrity, decent style, high prestige among the masses. With a bachelor's degree or above, under the age of 32 (1 born after March, 9791), transferred to the grassroots before 2009 (inclusive), and now working in an organ unit below the county (city, district), recommended by the organization department of the county (city, district) Committee and approved by the organization department of the municipal party Committee, which meets the professional conditions for applying for the position (inclusive)

Second, registration and qualification examination

Registration and qualification examination work, according to the following procedures:

(1) Registration

Specific measures are:

(1) Personal registration: applicants log on to the designated registration website and truthfully fill in and submit personal registration information. Each person is limited to one department or post. If the applicant logs in and fills in the application information many times before the preliminary qualification examination, the information filled in the previous time will be automatically replaced by the information filled in the next time. Once the application qualification is approved by the employing department, it shall not be changed. Applicants can't register with the old and new ID numbers at the same time, and the ID cards used for registration and examination must be the same. Applicants who maliciously register registration information, disturb the registration order or falsify academic certificates and other relevant documents to defraud the examination qualification, once verified, shall be given the punishment of canceling the qualification of this examination and not applying for civil servants for five years by the competent department of provincial civil servants.

(2) Preliminary qualification examination of the unit: The employing department appoints a person to be responsible for the preliminary qualification examination, checks the online registration of the unit during the registration period (including holidays), conducts the preliminary qualification examination of the applicants the day before according to the information submitted by the applicants, and publishes the preliminary results online. If the employing department fails to conduct a preliminary examination of the information of the candidates within 2 working days (excluding the day of registration), it will be deemed to have passed automatically.

(3) Online payment: After the applicants submit their application information online, they can log on to the website the day before the inquiry deadline to inquire about the preliminary examination results of registration qualifications. Those who pass the preliminary qualification examination should log on to Heze Personnel Examination Information Network at 9: 00 on March 2, 2002 (2065438+06: 00 on March 7) and pay online (the examination fee is 40 yuan for each subject). If you fail to go through the online payment procedures within the time limit, you will be deemed to have given up your registration qualification. After the payment is successful, download and print the Civil Servant Employment Registration Form and the Civil Servant Integrity Commitment Letter (used during the interview), and log on the website from 20 19 and 20 16: 00 to download and print the admission ticket.

For the recruitment position with the final number of applicants less than 3 times the planned number of employees, if L people are planned to be hired, the employment plan will be cancelled in principle; If more than 2 people are planned to be employed, the employment plan shall be correspondingly reduced according to the ratio of 1:3. Those who apply for the cancellation of the employment plan post may, with my consent, change to other posts in our city within the specified time.

Poor rural college students and urban residents who intend to enjoy the relevant examination fee reduction and exemption do not need to pay the internet fee. (2) Qualification examination

The qualification examination of applicants runs through the whole process of the examination. Applicants who enter the interview, after the list of interviewers is confirmed, are required to submit their relevant certification materials, the Civil Servant's Commitment Letter and two recent bareheaded photos of the same edition 1 inch to the employing department. If the service grassroots project personnel who apply for the orientation examination positions enter the interview, in addition to the relevant certification materials such as the academic certificate, identity card and registration card issued by the employment authorities in the year of graduation, the personnel who participated in the project of "selecting and hiring college graduates to work in the village" shall issue the certification materials recognized by the competent authorities at or above the county level; Personnel participating in the "Three Supports and One Support" project shall issue the "Notice of Recruitment" issued by the Shandong Provincial "Three Supports and One Support" Work Coordination Management Office and the assessment materials issued by the competent department at or above the county level; Participants in the "College Students' Volunteer Service in the West" project should present the certification materials recognized by the Shandong Provincial Committee of the Communist Youth League, the service certificate uniformly produced by the Central Committee of the Communist Youth League and the Appraisal Form for College Students' Volunteer Service in the West.

If the main information of the relevant materials is untrue, which affects the results of qualification examination, the recruitment agency has the right to cancel the qualification of the applicant to participate in the interview.

Those who have obtained the interview qualification, if they fail to submit relevant materials to the employing department five days before the interview, shall be deemed to have abstained. After examination, those who do not have the conditions to apply for the examination will be disqualified from the interview after approval by the municipal competent department of civil servants. Job vacancies due to waiver or disqualification shall be filled in turn according to the written test results.

Those who enter the interview should pay the interview examination fee at the time of qualification examination, 70 yuan.

Third, the contents and methods of the examination

The exam is divided into written test and interview.

(1) Written examination

The public written examination subjects are the test and application of administrative professional ability, and the written examinations of all levels of organs (including the staff selected for the senior high school entrance examination in Selected Graduates) are carried out simultaneously. In order to meet the needs of the work of township organs, this year, most of the examination questions for people applying for township organs (excluding street offices, the same below) are lifelong, and the administrative professional ability examination questions are the same as those for people applying for other organs. All applicants must take the administrative professional ability test and the application test, and the results will be valid.

The unified written test time in the province is March 24.

After the written test, the written test scores for the township government offices were 70% and 30% respectively, and those for other government offices were 50% and 50% respectively. According to the employment plan and the position to apply for, the interviewer is determined from high score to low score. The number of interviewees is determined according to the following ratio: 1: 3 those whose recruitment plan for the same position is below 10; 10 or more is 1:2 (including employment plan 10- 13, and 28 people will enter the interview). The employment plan will be cancelled for positions with vacancies in the number of qualified written tests; If the planned employment ratio is not reached, the interviewer shall be determined according to the actual qualified number.

(2) Interview

The interview is tentatively scheduled to start on May 18, and the specific time and place will be announced separately.

The interview is graded on a scale of 100. The interview time for each applicant generally does not exceed 30 minutes. The interview results are judged by the examiner on the spot. After removing a highest score and a lowest score from each evaluation factor, the average score is calculated comprehensively to determine the interview results of the candidates. The interview results will be announced to the interviewers after the interview.

After the interview, according to the ratio of 50% of written test and 50% of interview results, the total test scores of applicants are calculated by percentage system. The written test scores, interview scores and total test scores are calculated to two decimal places, and the mantissa is rounded off. The total test scores of interviewers are announced to the public according to the prescribed procedures.

According to the ranking of the total test scores, the physical examination personnel are determined in equal proportions according to the ratio of 1: 1. If the total test scores of candidates in the same employment position in the employing department are the same, the physical examination personnel shall be determined according to the written test scores from high to low; If the written test scores are the same, they shall be determined according to the administrative professional ability test scores. The interview scores of those identified as physical examiners shall not be lower than 60 points, and the interview scores of those identified as physical examiners shall not be lower than the minimum interview scores of those at the same level in our city.

Fourth, physical examination and investigation

After the physical examination and inspection personnel are determined, the municipal competent department of civil servants shall conduct physical examination and inspection in accordance with the relevant provisions on the employment of civil servants. Job vacancies due to abandonment of medical examination qualification or unqualified medical examination will not be filled.

The physical examination shall be carried out in accordance with the Notice of the Ministry of Personnel and the Ministry of Health on Printing and Distributing the General Standard for Physical Examination of Civil Servants (for Trial Implementation) (No.[2005] of the Ministry of Personnel1). Except in special circumstances with the consent of the municipal competent department of civil servants, applicants who fail to attend the medical examination at the specified time and place shall be deemed to have given up the medical examination.

According to the employment standard of having both ability and political integrity and putting morality first, and following the orientation of focusing on performance, highlighting ability and comprehensive selection, and according to the requirements of the position to be hired, we should take various forms to comprehensively understand the political thought, moral quality, ability and quality, study and work performance, law-abiding, honesty and self-discipline, whether it is necessary to avoid, and whether the object meets the prescribed qualification conditions for entering the examination, and whether the information and related materials provided are true and accurate.

Those who pass the medical examination and inspection and intend to hire civil servants shall be publicized by the municipal competent department of civil servants for 7 days. After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the employment, the examination and approval procedures shall be handled according to the prescribed procedures; If there are serious problems and there is evidence, they will not be hired; If there are serious problems in the report, but it is difficult to verify for a while, the employment will be suspended, and then whether to hire will be decided after verification and conclusion. Personnel who have been approved for employment shall fill in the Examination and Approval Form for Employment of Civil Servants, report to the competent department of civil servants at or above the municipal level for examination and approval according to the management authority, and go through the relevant formalities with the employment notice issued by the examination and approval authority.

The probation period of newly recruited civil servants is calculated from the date of registration, and the probation period is one year. The probation period shall be managed in accordance with the provisions of the Administrative Measures for the Probation Period of Newly Employed Civil Servants (Trial).

Units directly under the municipal government shall select candidates from the senior high school entrance examination in Selected Graduates, and the employing department shall determine the candidates for admission according to the physical examination and investigation, report them to the Organization Department of the Municipal Party Committee for examination and approval, and handle the work transfer procedures. The probationary period of the admitted personnel is half a year, and they can be formally appointed after the probationary period expires; Unqualified, still back to the original unit work.

If the employed or admitted personnel need to transfer or change the household registration relationship, they can go through the formalities of household registration transfer or change in accordance with the relevant provisions after reporting.

This examination does not specify examination teaching materials and counseling books, and does not hold, authorize or entrust any institution to hold examination counseling training courses.
