Vocational qualification certificate refers to the vocational skill certificate with legal effect and administrative effect granted by the national vocational qualification department in accordance with relevant laws and policies. According to the website of Beijing court regulations search, the National Tourism Administration's Administrative Measures for the Issuance of Management Post Certificates in the National Tourism Industry stipulates that certificates are issued by the National Tourism Administration or the tourism bureaus of provinces, autonomous regions and municipalities directly under the Central Government, which conforms to the definition of professional qualification certificates.

Based on the principle that whoever trains is responsible and who signs, the certificate shall be signed by the National Tourism Administration, the tourism bureaus of provinces, autonomous regions and municipalities directly under the Central Government, the on-the-job training steering committee and the training unit. In order to unify the specifications and facilitate the filling of certificates, the certificate numbers are all coded and abbreviated, and the codes are classified by categories: "0 1" for travel agencies, "02" for tourist hotels, "03" for travel agencies and "04" for travel service companies.
