Interim Provisions on Safety Training and Education for Employees of Construction Enterprises

Chapter I General Principles

Article 1 In order to implement the policy of safety first and prevention first, strengthen the safety training and education of employees in construction enterprises, enhance their safety awareness and safety protection ability, and reduce the occurrence of casualty accidents, these Interim Provisions are formulated.

Article 2 Employees of construction enterprises must receive regular safety training and education, and adhere to the system of training before taking up their posts.

Article 3 These Interim Provisions shall apply to all construction enterprises engaged in engineering construction within the territory of People's Republic of China (PRC).

Article 4 The Ministry of Construction shall be in charge of safety training and education for employees of construction enterprises nationwide.

The relevant professional departments in the State Council are responsible for the safety training and education of employees in construction enterprises. The safety training and education of its affiliated enterprises shall also accept the guidance and supervision of the administrative department of construction where the enterprise is located and its affiliated construction safety supervision and management institutions.

The construction administrative departments of local people's governments at or above the county level shall be responsible for the safety training, education and management of employees of construction enterprises within their respective administrative areas.

Chapter II Training Object, Time and Content

Article 5 Employees of construction enterprises must receive special safety training once a year.

(a) the legal representative of the enterprise, the project manager to receive safety training every year, not less than 30 hours;

(2) Full-time safety management personnel of enterprises must receive at least 40 hours of professional and technical safety training every year in addition to obtaining post qualification certificates and holding certificates in accordance with the Regulations on the Management of Key Posts in Construction Enterprises and Institutions (JJ (191) No.522);

(3) Other managers and technicians of the enterprise shall receive safety training for no less than 20 hours every year;

(4) Special types of work in enterprises (including electrician, welder, scaffolder, fireman, blaster, mechanical operator, rigger, tower crane driver and conductor, people and goods elevator driver, etc.). ) still need to receive targeted safety training every year after passing professional technical training and obtaining post operation certificate, and the time shall not be less than 20 hours;

(5) The time for other employees of the enterprise to receive safety training every year shall not be less than 15 class hours;

(6) Employees waiting for posts, transferring posts and changing posts in enterprises must receive no less than 20 hours of safety training before returning to their posts.

Article 6 New workers in construction enterprises must receive three-level safety training and education in companies, projects (or work areas, engineering departments and construction teams, the same below) and teams, and can only take up their posts after passing the examination.

(1) The main contents of the company's safety training and education are: national and local guidelines, policies, regulations, standards, norms, procedures and enterprise safety rules and regulations. The training and education time shall not be less than 15 hours.

(2) The main contents of project safety training and education include: site safety system, construction site environment, construction characteristics and possible unsafe factors. The training and education time shall not be less than 15 hours.

(3) The main contents of safety team training and education include: safety operation rules of this type of work, accident case analysis, labor discipline and post evaluation. The training and education time shall not be less than 20 hours.
