Legal analysis: The Provisions of Shenzhen Municipality on the Main Responsibility of Production and Business Units is formulated in accordance with the provisions of People's Republic of China (PRC) Law on Work Safety and other laws and regulations, combined with the actual situation in Shenzhen. The contents include: general rules, safety production responsibility system, safety production investment, safety production education and training, risk classification control and hidden danger investigation and management, equipment, facilities and operation safety management, emergency rescue and accident report, legal responsibility and supplementary provisions.

Article 1 In order to further implement the main responsibility of production safety of production and business units, prevent and reduce production safety accidents, ensure the safety of people's lives and property, and promote economic development and social harmony, these Provisions are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on Work Safety and other laws and regulations, combined with the actual situation of this Municipality.

Article 2 These Provisions shall apply to units engaged in production and business operation activities within the administrative area of this Municipality (hereinafter referred to as production and business operation units), and perform the main responsibility of production safety.
