Third, control the emission and accumulation of oil and gas.

Controlling the emission and accumulation of oil and gas is one of the most important and effective measures for fire prevention in gas stations. We should do this work well from the following aspects.

1, implement closed oil unloading, and gradually promote the application of fully sealed oil unloading. Gas pipelines are installed on oil tankers and oil tanks. When the tanker unloads oil, the oil and gas in the tanker will flow back into the tanker to avoid the oil and gas in the tanker being pressed out of the breathing tube, polluting the air and possibly accumulating. It is forbidden to directly insert the rubber hose into the open oil tank for unloading.

2. Using sealed refueling technology At present, most gas stations in China use open refueling. When the fuel gun fills the fuel tank of an automobile, the oil and gas in the fuel tank is "squeezed out" and discharged into the atmosphere, which not only wastes energy, pollutes the environment, but also poses a threat to safety. The application of sealing refueling technology should be popularized, so that oil and gas can flow back to the oil tank or oil and gas recovery device through the gas phase pipe to prevent oil and gas from spreading and gathering.

3. It is forbidden to store oil in the oil tank room. The application of directly buried horizontal oil tanks should be popularized. It is forbidden to put the fuel tank indoors. Because of the poor indoor air, oil vapor is easy to gather, which is easy to cause poisoning and death of operators, and oil vapor reaches the explosion limit.

4. Increase ventilation and eliminate low-lying areas. Because the density of oil vapor is higher than that of air, it is easy to gather in some low-lying areas under poor ventilation conditions. When the concentration of oil and gas reaches the explosion limit (the concentration is 0.6%-8.0%), it will explode and burn when it meets an open flame. Therefore, oil tankers, oil unloading ports, oil tank operation wells and breathing pipes should be located in well-ventilated areas. Pits or ditches should be avoided as far as possible under the floor of the explosion danger zone and adjacent areas of gas stations. The bottom of the tanker should be filled with sand to the top of the refueling island. If a trench is set, it must be filled with sand. Water-sealed wells must be set in front of the drainage outlet station.

5. Set the floor elevation reasonably. The ground elevation of the station building should be higher than the refueling floor 15cm. The distribution box in the station room should be installed on the wall far away from the tanker. If floor-standing distribution cabinets are installed, open ditches are not allowed, and the distribution cabinets should be placed on a solid foundation not less than 15cm. The ground of the refueling area shall not tilt to the side of the gas station building.

Fourth, control the elevation of oil tanks and pipelines.

Gas stations should adopt horizontal underground earth-covering tanks to avoid problems such as the oil level in the tanks being higher than the ground, oil leakage from tankers, oil in the oil inlet pipes being difficult to discharge, and oil in the tanks flowing backwards. The oil inlet pipe of the oil tank shall be provided with two slopes, the angle of the closed oil outlet pipe section shall not be less than 30 degrees, and the slopes of the remaining pipe sections shall not be less than two thousandths, and the slopes of the oil pipes shall face the oil tank. The installation position of the closed oil unloading port should be lower than that of the tanker oil unloading port 15cm or more. This can ensure that the oil port in the pipeline can be quickly discharged into the oil tank after the oil outlet valve of the tanker is closed, so that the oil will not flow out.

Five, eliminate electrostatic hazards

During the transportation, loading and unloading and filling of oil products, static electricity is generated due to friction, and its voltage can be as high as several hundred thousand volts. Improper handling can easily lead to discharge explosion and combustion accidents. The condition of fire and explosion caused by static electricity is the condition of generating static charge; Having a voltage that generates spark discharge; A suitable gap can cause spark discharge; There is enough energy to generate sparks; There are flammable and explosive mixtures in the surrounding environment. If these five conditions are met at the same time, it will lead to accidents. Anti-static grounding device should be installed when the station is built. After the tanker arrives at the gas station, it must stand for more than 10min to let the charge gradually decay; Before opening the box cover, it must be grounded; Spray clean water in the case of natural heat, dryness and low air pressure; Operators working in explosive dangerous areas should wear anti-static work clothes, underwear and jackets should be anti-static; Splash unloading must be avoided, and it is not allowed to insert the unloading hose into the tank mouth to unload oil. The closed oil unloading pipe must go deep into the tank bottom, and the height from the tank bottom shall not exceed 20 cm. The front section should be L-shaped to make the oil flow smoothly. Advocate self-flow oil unloading and try to avoid pump operation; It is forbidden to directly fill gasoline into plastic containers with a tanker.

When unloading oil, the tanker should be grounded reliably. The electrostatic grounding device with self-locking alarm function should be gradually popularized to improve the reliability of electrostatic discharge.

Six, to prevent lightning strikes

The gas station should be equipped with lightning arrester, down lead and grounding device. Lightning rods should be installed in gas stations with empty surrounding areas and prominent buildings. The oil tank shall have at least two grounding points, and the oil tank, pipes, flanges and other metal accessories shall be electrically connected and grounded.

During the thunderstorm, the oil unloading operation should be stopped, and the tanker parked at the gas station should be grounded.

Seven, control the electric ignition source

Explosion-proof electrical equipment higher than or equal to the oil vapor grade or group in the corresponding area must be used in the explosion danger area of gas station. The connection and laying of wires must meet the explosion-proof requirements. Electrical appliances in non-explosive dangerous areas should also be explosion-proof electrical appliances. The lighting under the ceiling should be protective. Mobile and portable electrical appliances should be used with caution in the explosion danger area of gas stations, and non-explosion-proof electrical appliances such as mobile phones, pagers and computers are strictly prohibited. Eight, control the ignition source
