By 2020, the main tasks of the promotion plan are:

2. Cultivate young and middle-aged leading talents in scientific and technological innovation. Aiming at the world's science and technology frontier and strategic emerging industries, we will focus on cultivating and supporting 3,000 young and middle-aged scientific and technological innovation talents, making them the leading talents to lead the development direction of scientific and technological innovation in related industries and fields and organize the completion of major scientific and technological tasks.

3. Support scientific and technological innovation and entrepreneurial talents. Efforts will be made to promote enterprises to become the main body of technological innovation, accelerate the transfer and transformation of scientific and technological achievements, and focus on supporting 1000 outstanding entrepreneurial talents who use independent intellectual property rights or core technologies to innovate and start businesses every year, and cultivate a group of innovative entrepreneurs.

4. Establish innovative teams in key areas. Relying on major national scientific research projects, key national projects and major construction projects, we will build 500 innovation teams in key areas, ensure the better completion of major national scientific research and engineering tasks through sustained and stable support, and maintain and enhance China's scientific and technological innovation capabilities in several key areas.

5. Build a demonstration base for training innovative talents. Relying on institutions of higher learning, scientific research institutes and science parks, we will build 300 demonstration bases for cultivating innovative talents, create a policy environment for cultivating innovative talents in science and technology, break through the difficulties of personnel training system and mechanism, form a unique talent training model, and create a talent special zone with a "try first" talent training policy system.

Follow the law of talent growth, deepen the reform of science and technology management system, actively explore the links of talent discovery, training, use, evaluation and encouragement, focus on stimulating the internal motivation of scientific and technological talents to be dedicated and pragmatic, and establish a good environment conducive to scientific and technological personnel to concentrate on research and entrepreneurship.

4. Adhere to overall planning and coordination. Strengthen the close integration of projects, bases and talents, promote the implementation of existing science and technology plans and talent training plans as a whole, strengthen departmental cooperation and regional overall planning, do a good job in effectively connecting with existing talent plans of departments and localities, and form a working pattern with effective departmental coordination, strong local implementation, orderly organization and implementation, and reasonable resource allocation.

5. Adhere to classification and promotion. The research direction is in the frontier field of world science and technology with comparative advantages in China;

The chief scientist is recommended by relevant departments, local or authoritative experts at home and abroad. 3. Technological innovation and entrepreneurial talents.

In principle, scientific and technological innovation and entrepreneurship talents should meet the following basic conditions:

The main founder of a science and technology enterprise, with a bachelor degree or above and a strong spirit of innovation and entrepreneurship;

The enterprise has been established for less than 5 years;

Enterprises have core technologies or independent intellectual property rights;

The enterprise has good business performance and growth.

Scientific and technological innovation and entrepreneurship talents are recommended by the provincial administrative department of science and technology, and the Ministry of Science and Technology organizes expert consultation and demonstration, and gives approval and support after publicity without objection.

4. Innovation teams in key areas.

In principle, innovation teams in key areas should meet the following basic conditions:

Scientific research conforms to the key development direction and long-term demand of the country and industry;

Experience in undertaking major national scientific research projects, key projects and major construction projects;

The team has outstanding innovation performance and good development prospects;

The organizational structure of the team is reasonable and the core personnel are relatively stable;

The team has clear innovation goals and scientific research plans.

5. Demonstration base for training innovative talents.

In principle, a demonstration base for cultivating innovative talents should meet the following basic conditions:

The lead units are universities, research institutes and science parks;

The lead unit has established a talent training mechanism closely integrated with Industry-University-Research and actively carried out international talent exchange and cooperative training;

The demonstration base for training innovative talents is recommended by departments and localities, and the Ministry of Science and Technology organizes experts to demonstrate the construction plan of the base, which will be built after being approved by the inter-ministerial coordination group for promoting the plan.

Four. Support measures

1. Implement and formulate supporting policies. 3. Further increase capital investment. Make overall arrangements for the national science and technology plan and other related funds, adjust the investment structure, innovate the support methods, and increase the support for the selected targets of the promotion plan. On the basis of making full use of existing resources, the central government will set up special funds to support key work such as scientists' studios. Units, parks, localities and departments selected to promote the plan should integrate resources from all sides and increase policy and financial support; Summarize the typical experiences and successful practices created during the implementation of the promotion plan in time, strengthen the publicity and reporting of outstanding scientific and technological talents and innovative teams, and create a good social atmosphere for strengthening the construction of innovative talent teams.

5. Meteorological equipment support system. Construction of meteorological instruments and equipment operation monitoring, maintenance, verification, testing and other equipment support system. 5.
