Postgraduate candidates who apply for the high-level backbone talents program of ethnic minorities adopt a unified registration method with national graduate students.

Candidates who apply for master's degree take the national unified entrance examination for master's degree. All enrollment units should strictly implement the relevant policies such as the retest scores uniformly delineated by the Ministry of Education, and implement the difference retest for candidates who meet the basic conditions stipulated by the state to prevent students from seeing the relevant policies. Candidates who apply for doctoral students take the entrance examination for doctoral students organized by the admissions unit, and the subjects and time of the examination are determined by the admissions unit itself.

All enrollment units should strictly implement the enrollment plan and strive to complete the enrollment task in accordance with the requirements of comprehensive measurement of morality, intelligence and physique. The postgraduate enrollment plan for high-level backbone talents of ethnic minorities is a national special enrollment plan for directional training, which is listed separately outside the total enrollment scale of postgraduate enrollment units. In 20 12, it is planned to enroll 5,000 students, including doctoral students 1000 and master students 4,000, and no more than 10% of Han candidates can be admitted. All enrollment units must strictly implement the requirements for the enrollment ratio of Han candidates and shall not over-enroll.

The enrollment units of high-level backbone talents of ethnic minorities plan to enroll graduate students. According to the actual demand of talents for economic and social development and industrial restructuring in ethnic minority areas, science and engineering and application-oriented majors are the mainstay, and the enrollment ratio is not less than 50% of the total enrollment. At the same time, in order to implement the relevant requirements of the central government on promoting the leap-forward economic and social development of Tibet and other five autonomous regions, the enrollment plan will give appropriate tilt to the five autonomous regions.

The admitted graduate students will first concentrate on one-year basic intensive training in the basic training base of colleges and universities (the basic training base will be notified separately, and the training base in Beijing is the Central University for Nationalities and Beijing University of Posts and Telecommunications). Doctoral students are admitted directly. Students are responsible for their own accommodation and living expenses during their study in school (including basic training). All enrollment units should provide financial assistance to students from poor families in accordance with relevant national policies to ensure their completion of their studies.

The confirmation of candidates' qualification for the examination shall be the responsibility of the Ethnic Education Department of the education administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government, or the higher education department and other relevant offices if there is no Ethnic Education Department.

The principle of "directional enrollment, directional training and directional employment" is adopted in the enrollment work, and the principle of "voluntary registration, unified examination, appropriate demotion and separate unified marking" is adopted. Specific enrollment measures will be notified separately by the Ministry of Education. After graduation, students return to targeted areas and units for employment according to the agreement. Candidates cannot be transferred between the national enrollment plan for ordinary master students and the plan for high-level backbone talents of ethnic minorities.
