People's Republic of China (PRC) Vocational Education Law
Chapter I General Provisions Article 1 This Law is formulated in accordance with the Education Law and the Labor Law in order to implement the strategy of rejuvenating the country through science and education, develop vocational education, improve the quality of workers and promote socialist modernization. Article 2 This Law is applicable to all levels and types of vocational school education and various forms of vocational training. The special training for the staff of state organs carried out by state organs shall be stipulated separately by laws and administrative regulations. Article 3 Vocational education is an important part of national education and an important way to promote economic and social development and employment.

The state develops vocational education, promotes vocational education reform, improves the quality of vocational education, and establishes and perfects a vocational education system that meets the needs of socialist market economy and social progress. Article 4 To implement vocational education, we must implement the national education policy, educate the educated in ideological and political education and professional ethics, impart vocational knowledge, cultivate vocational skills, provide vocational guidance, and comprehensively improve the quality of the educated. Article 5 Citizens have the right to receive vocational education according to law. Article 6 People's governments at all levels shall incorporate the development of vocational education into their national economic and social development plans.

Industry organizations, enterprises and institutions shall fulfill their obligations to implement vocational education according to law. Article 7 The State shall take measures to develop vocational education in rural areas and support the development of vocational education in ethnic minority areas and remote and poor areas.

The state takes measures to help women receive vocational education, organizes unemployed people to receive various forms of vocational education, and supports the development of vocational education for the disabled. Article 8 Vocational education shall be carried out according to the actual needs, in accordance with the occupational classification and occupational grade standards formulated by the state, and the system of academic qualifications, training certificates and vocational qualification certificates shall be implemented.

The state practices a system in which laborers receive necessary vocational education before taking up employment or taking up their posts. Article 9 The State encourages and organizes scientific research in vocational education. Article 10 The State shall reward units and individuals that have made remarkable achievements in vocational education. Eleventh the State Council education administrative department is responsible for the overall planning, comprehensive coordination and macro management of vocational education.

The education administrative department, labor administrative department and other relevant departments of the State Council shall be responsible for the relevant vocational education within the scope of duties stipulated by the State Council.

The local people's governments at or above the county level shall strengthen the leadership, overall coordination, supervision and evaluation of vocational education within their respective administrative areas. Chapter II Vocational Education System Article 12 The State shall, according to the level of economic development and the degree of education popularization in different regions, implement education diversion at different stages, focusing on junior high schools, and establish and improve a vocational education system that combines vocational school education with vocational training, and is linked with other education and develops in a coordinated way. Thirteenth vocational school education is divided into primary, secondary and higher vocational school education.

Primary and secondary vocational school education is implemented by primary and secondary vocational schools respectively; Higher vocational school education is implemented by higher vocational schools or ordinary colleges and universities according to needs and conditions. Other schools can implement vocational school education at the same level according to the overall planning of the education administrative department. Article 14 Vocational training includes pre-job training, post-transfer training, apprenticeship training, on-the-job training, post-transfer training and other vocational training, which can be divided into primary, intermediate and advanced vocational training according to the actual situation.

Vocational training is implemented by corresponding vocational training institutions and vocational schools respectively.

Other schools or educational institutions can carry out various forms of vocational training for the society according to their school-running ability. Fifteenth vocational education for the disabled shall be implemented by educational institutions for the disabled, and vocational schools, vocational training institutions and other educational institutions at all levels shall accept disabled students in accordance with the relevant provisions of the state. Sixteenth ordinary middle schools can set up vocational education courses according to local conditions, or appropriately increase the teaching content of vocational education according to actual needs. Chapter III Implementation of Vocational Education Article 17 Local people's governments at or above the county level shall establish vocational schools and vocational training institutions that play a leading and exemplary role, and give guidance and support to vocational schools and vocational training institutions established by rural areas, enterprises, institutions, social organizations, other social organizations and individual citizens according to law. Eighteenth people's governments at the county level should adapt to the needs of the overall development of rural economy, science and technology and education, organize various forms of vocational education, carry out practical technical training, and promote the development of rural vocational education. Nineteenth government departments and industry organizations should establish or jointly establish vocational schools and vocational training institutions, and organize, coordinate and guide enterprises and institutions in the industry to establish vocational schools and vocational training institutions.

The state encourages the use of modern teaching methods to develop vocational education. Article 20 An enterprise shall, according to the actual situation of its own unit, carry out vocational education for its employees and persons to be hired in a planned way.

Enterprises can independently or jointly set up vocational schools and vocational training institutions, or they can entrust schools and vocational training institutions to provide vocational education for their employees and persons to be hired.

Employees engaged in technical jobs must be trained before taking up their posts; Employees engaged in special operations must be trained and qualified for special operations.
