(2) Pressure regulating station (box or cabinet), valve chamber (well), condensate well (barrel), metering device, compensator, radiation pipe and other facilities;
(3) Pipeline anticorrosion protection facilities, including cathodic protection station, cathodic protection test pile, anode ground bed and stray current discharge station, etc. ;
(4) pipeline identification and leak detection devices crossing public (railway) roads such as marker piles (stickers), test piles, corner piles, mileage piles and warning signs;
(five) gas pipeline protection structures, seismic facilities, trenches, dikes, pipe bridges and special culverts and tunnels for pipelines. Article 4 The Municipal Public Utilities Bureau is the competent administrative department of gas in this Municipality, responsible for the supervision and management of the protection of gas pipeline facilities, and its subordinate gas management institutions are specifically responsible for the daily supervision and management.
Gaochun County and Lishui County gas administrative departments shall be responsible for the supervision and management of the protection of gas pipeline facilities within their respective jurisdictions.
The District People's Government shall, in accordance with the division of responsibilities, do a good job in the supervision and management of the protection of gas pipeline facilities within its jurisdiction.
Development and reform, construction, planning, public security, land, finance, quality and technical supervision, urban management administrative law enforcement, production safety supervision and management departments shall, within the scope of their respective duties, coordinate in the supervision and management of gas pipeline facilities protection. Fifth to encourage and support scientific and technological research on the protection of gas pipeline facilities, popularize computer automatic monitoring technology, and improve the management level of safe operation of gas pipeline facilities. The gas enterprise shall submit the annual construction plan of pipeline gas facilities to the gas administrative department for approval every year 1 1 month. The gas business enterprise shall revise the annual construction plan according to the demonstration opinions and report it to the gas administrative department for the record. Seventh pipeline gas facilities shall be evaluated for safety. The construction unit shall submit the safety evaluation report to the gas administrative department for the record. Article 8 The equipment and materials used for laying gas pipelines shall comply with the relevant provisions of the state.
Anti-corrosion measures should be taken for buried steel gas pipelines, and protective devices should be added. Article 9 Gas enterprises shall abide by the following provisions:
(a) to formulate emergency plans for pipeline gas facilities;
(two) regular inspection and maintenance of pipeline gas facilities, establish inspection and maintenance records, eliminate potential safety hazards and ensure safe operation;
(three) to announce the emergency telephone number to the public, and set up a special post to be on duty 24 hours a day;
(four) the establishment of gas pipeline network information system, and networking with the administrative department of gas, enjoy * * information;
(five) according to the annual report to the administrative department of gas pipeline gas facilities status map and electronic documents;
(six) according to the production and operation conditions, the safety assessment of pipeline gas facilities;
(seven) other provisions of laws and regulations. Article 10 Where a gas trading enterprise entrusts relevant units or personnel to be responsible for the protection of gas pipeline facilities, it shall sign an entrustment protection agreement to clarify the rights and obligations of the entrusting party and the entrusted party, and the entrusting party shall report the entrustment protection agreement to the gas administrative department for the record. Eleventh pipeline gas facilities maintenance and protection personnel, should go through safety training, with relevant professional knowledge before taking up their posts. Twelfth non-resident users and resident users who set up gas meters in the house, the maintenance and update of their gas meters and gas pipeline facilities in front of the meter shall be borne by the gas operating enterprises; The maintenance and update of gas pipeline facilities behind the gas meter shall be undertaken by the user.
If the gas meter is set in the public part of the residential building, the maintenance and update of the gas pipeline facilities outside the inner wall of the gas pipeline shall be undertaken by the gas business enterprise; The maintenance and renewal of gas pipeline facilities in the gas pipeline entrance wall shall be undertaken by the user. Thirteenth users shall not carry out the following acts:
(a) unauthorized modification, relocation or removal of pipeline gas facilities;
(two) the pipeline gas facilities as a bearing bracket or grounding lead;
(three) decoration activities that endanger the safety of indoor gas facilities;
(four) other acts that endanger the safe use of pipeline gas facilities. Fourteenth gas enterprises should regularly conduct free safety inspections of residential users using pipeline gas facilities, and provide technical guidance for users to use gas safely. Before carrying out safety inspection on residential users, gas enterprises shall inform users of the date of safety inspection in advance and conduct on-site inspection at the agreed time. Inspectors should take the initiative to produce relevant certificates, and when necessary, they can ask the residents' committees or property service enterprises where the users are located to provide assistance.
Gas enterprises shall inform users of the safety inspection results. If there are potential safety hazards, users should make timely rectification, and gas operating enterprises should provide assistance for residents' rectification.
