Pre-job training should be free. Accommodation is your responsibility. I haven't heard that everything else is charged.

I have several friends who work on the move. They are trained before going to work, free of charge, but they are not operators. They are salespeople at the front desk. It may be different in nature, so whether it is charged is different.
