First, close the exam and strictly control the ideological understanding. Centralized closed-book examination was conducted for rural activists who had unified proposition and unified marking training for more than one year in the county, mainly to investigate the mastery of the basic knowledge of the party, the mastery of key rural work and the understanding of the party. For those whose written test scores are above 80 points, suggestions can be listed as development targets; For those whose written test scores are 60-80, it is suggested to strengthen training and carefully determine development goals; If the written test score is lower than 60 points, it is recommended to continue training, which generally cannot be listed as the development object. Since 20 17, the county has organized five closed-book examinations for activists joining the party, with a total of 5 177 participants.

Second, talk about the assessment and strictly control the overall quality. On the basis of strict procedures and promoting democracy, the personnel who have passed the closed-book assessment of party member's township development will be interviewed and assessed, and the political character, ability and quality and basic situation of the personnel to be listed as development targets will be comprehensively considered, and the opinions and suggestions for agreeing and suspending development will be clearly put forward, so as to fundamentally avoid the interference of "only counting votes to get people", "personal votes" and "interest votes" in the development of party member by rural grassroots party organizations. Up to now, the county has conducted a total of 2,637 interviews and assessments, and issued 5 interviews and assessment notices.

Third, file review and strict control of procedural standards. According to the "China * * * Production Party's Work Rules for Developing party member", we organized capable cadres to conduct a centralized audit on the materials for developing party member in the county. Focusing on the key links such as determining the activists who join the Party, the development targets, convening a branch in general party membership meeting to discuss and absorb the new party member and party member's preparations for becoming a full member, we comprehensively sorted out the implementation of party member's filing system, democratic recommendation system, training and assessment system, pre-trial inspection system, development publicity system, discussion and voting system and accountability system, and resolutely violated procedural requirements. Up to now, the county * * * has audited the party member file 1045 person-times, effectively putting an end to the phenomenon of violating the procedures or simplifying the procedures or even attacking the development of party member.
