Do direct sellers need to take relevant legal examinations? Like getting a qualification certificate or something?
According to China's "Regulations on Direct Selling Management", direct selling enterprises should conduct business training and assessment for the direct sellers to be recruited. After passing the assessment, direct selling enterprises will issue direct selling certificates. Those who have not obtained the certificate of direct seller shall not engage in direct selling activities.

Appendix "Regulations on the Administration of Direct Selling" on the provisions of direct sellers

Chapter III Recruitment and Training of Direct Distributors

Thirteenth direct selling enterprises and their branches can recruit direct sellers. No unit or individual other than direct selling enterprises and their branches may recruit direct sellers.

Shall not investigate and deal with the legitimate sales promotion activities of direct sellers without a license.

Fourteenth direct selling enterprises and their branches shall not publish advertisements to publicize the sales remuneration of direct sellers, and shall not make payment of fees or purchase of goods as a condition for becoming direct sellers.

Fifteenth direct selling enterprises and their branches shall not recruit the following personnel as direct sellers:

(1)1persons under the age of 8;

(2) A person without or with limited capacity for civil conduct;

(3) full-time students;

(4) Teachers, medical personnel, civil servants and soldiers;

(5) formal employees of direct selling enterprises;

(6) Overseas personnel;

(seven) the provisions of laws and administrative regulations shall not engage in part-time personnel.

Article 16 When recruiting direct sellers, direct selling enterprises and their branches shall sign sales contracts with them, and ensure that direct sellers only carry out direct selling activities in areas where service outlets have been established within the administrative regions of provinces, autonomous regions and municipalities directly under the Central Government where their branches are located. Personnel who have not signed a sales contract with a direct selling enterprise or its branches shall not engage in direct selling activities in any way.

Seventeenth direct sellers can terminate the promotion contract at any time within 60 days from the date of signing the promotion contract; After 60 days, the direct seller shall notify the direct selling enterprise to terminate the sales contract 15 days in advance.

Article 18 A direct selling enterprise shall conduct business training and assessment on the direct sellers to be recruited. After passing the assessment, the direct selling enterprise shall issue a direct seller certificate. Those who have not obtained the certificate of direct seller shall not engage in direct selling activities.

Direct selling enterprises shall not charge any fees for the training and assessment of direct sellers.

Units and individuals other than direct selling enterprises shall not organize business training for direct sellers in any name.

Article 19 Teachers who conduct business training for direct sellers shall be full-time employees of direct selling enterprises and meet the following conditions:

(1) Having worked in this enterprise for more than 1 year;

(2) Having a bachelor degree or above in higher education and relevant professional knowledge such as law and marketing;

(3) There is no record of criminal punishment for intentional crime;

(4) No record of major illegal business operations.

Direct selling enterprises shall issue direct selling trainer certificates to lecturers who meet the requirements specified in the preceding paragraph, and report the list of persons who have obtained direct selling trainer certificates to the competent commercial department of the State Council for the record. The competent department of commerce of the State Council shall publish the list of persons who have obtained the certificate of direct selling trainer on the government website.

Overseas personnel shall not engage in business training for direct sellers.

Article 20 The direct seller's card and direct sales trainer's card issued by a direct selling enterprise shall be printed according to the style specified by the competent commercial department of the State Council.

Twenty-first direct selling enterprises shall be responsible for the legality, training order and safety of the training places for direct sellers.

Direct selling enterprises and their direct selling trainers shall be responsible for the legality of the teaching content of direct selling business training.

The specific management measures for the business training of direct sellers shall be formulated separately by the competent department of commerce of the State Council and the administrative department for industry and commerce of the State Council jointly with relevant departments.
