Special operations personnel must receive special safety technical training suitable for this type of work, pass the theoretical examination of safety technology and the examination of practical operation skills, and obtain the operation certificate of special operations before taking up their posts; Those who have not been trained or failed the training examination shall not be allowed to work at their posts.
The training and assessment of special operations personnel shall implement the system of separation of teaching and examination, and state administration of work safety shall be responsible for organizing the formulation of the training syllabus and assessment standards for special operations personnel.

Article 27 The principal responsible person and safety management personnel of a production and business operation entity must have the knowledge and management ability of safety production corresponding to the production and business operation activities of the entity.
The main person in charge and safety management personnel of the production, management, storage and loading and unloading units of dangerous goods, as well as mining, metal smelting, construction and transportation units shall pass the examination by the competent department responsible for the supervision and management of production safety. The assessment shall not be charged.
Units producing, storing, loading and unloading dangerous goods and mining and metal smelting units shall have registered safety engineers engaged in safety production management. Encourage other production and business units to employ registered safety engineers to engage in safety production management. Registered safety engineers shall be managed by specialty, and the specific measures shall be formulated by the Ministry of Human Resources and Social Security of the State Council and the Emergency Management Department of the State Council jointly with relevant departments of the State Council. Article 28 Production and business operation entities shall educate and train employees in safety production, so as to ensure that employees have the necessary knowledge of safety production, be familiar with relevant safety production rules and regulations and safety operation procedures, master the safety operation skills of their posts, understand accident emergency measures and know their rights and obligations in safety production. Employees who have not passed the safety education and training are not allowed to work at their posts.
Where production and business operation entities use labor dispatch personnel, they shall bring the labor dispatch personnel into the unified management of their employees, and educate and train the labor dispatch personnel in post safety operation procedures and safety operation skills. The labor dispatch unit shall provide the dispatched workers with necessary education and training in production safety.
Where a production and business operation entity accepts the internship of students from secondary vocational schools or institutions of higher learning, it shall conduct corresponding safety education and training for the interns and provide necessary labor protection articles. The school shall assist the production and business operation entities to carry out safety education and training for interns.
The production and business operation entity shall establish the archives of safety production education and training, and truthfully record the time, content, participants and assessment results of safety production education and training.
