It's paper money used by bank staff to practice counting money before they officially take up their posts. The size and material are different from real money (maybe different banks).

Bank employees generally have pre-job training, abacus (summons) and banknote counting (quantity and speed), but the identification marks of genuine and counterfeit banknotes are also taught, so the training vouchers are of little use except the training speed, and will not be recovered after training. At least one person has been trained!
