Article 20 of the Regulations on Education Management of China Producer Party in party member: The municipal and county party committees or grass-roots party committees shall organize party member to conduct centralized rotation training every year, mainly relying on county-level party schools (administrative schools) and grass-roots party schools. According to the key tasks of career development and party building, combined with the central work of the department and the unit and the reality of party member, determine the training content and methods. The annual intensive study and training time in party member is generally not less than (32) class hours.

Adhere to the centralized rotation training system, and Party committees (leading bodies) at all levels arrange centralized rotation training in party member every year.
