Chapter I General Principles
Article 1 In order to strengthen safety in production, establish a long-term mechanism for safety in production, prevent and reduce production safety accidents, and effectively protect the safety and health of employees in production and business activities, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Safety in Production and the Decision of China Petroleum Corporation on Further Strengthening Safety in Production.
Article 2 Enterprises and institutions (including the regional branches of joint-stock companies, hereinafter referred to as enterprises) shall abide by the laws and regulations of the state on production safety, establish the idea of "people-oriented", adhere to the basic policy of "safety first, prevention first", implement the core business philosophy of "honesty, innovation, performance, harmony and safety", implement target management of production safety, improve various rules and regulations of production safety, and implement safety. Adopt advanced and applicable safety technology and equipment, do a good job in safety production training and education, adhere to the inspection of safety production, ensure the investment in safety production, increase the rectification of hidden dangers of accidents and the monitoring of major hazard sources, and comprehensively improve the management level of safety production.
Article 3 An enterprise shall establish and implement a health, safety and environment (HSE) management system, organize and implement HSE operation instructions, operation plans and on-site checklists (namely "two books and one form") at the grass-roots level, strengthen risk management, and effectively reduce and prevent various accidents.
Article 4 Enterprises shall strengthen the safety construction at the grass-roots level, carry out safety and quality standardization activities, strengthen the management of production process, organize production according to standards and norms, and strive to standardize the construction site, post operation and grass-roots management.
Article 5 An enterprise shall earnestly safeguard the employees' rights of safe production. Sign labor contracts with employees, and sign employee safety production contracts at the same time; Create a safe working environment for employees and provide qualified labor protection articles and tools. Employees should fulfill the obligation of safety in production, observe labor discipline in the process of production and operation, implement post responsibilities, implement various safety production rules and regulations and operating procedures, and wear and use labor protection articles correctly.
Article 6 These Provisions shall apply to all enterprises and institutions of the Group Company.
Chapter II Organization and Duties
Article 7 The chief executive of an enterprise is the first person responsible for production safety and is fully responsible for the work of production safety in his own unit.
Article 8 An enterprise shall set up a safety committee (hereinafter referred to as the safety committee) to coordinate and guide the enterprise's production safety, fire safety, traffic safety and occupational health. The first person responsible for production safety is the chairman, and other members are composed of relevant personnel.
Article 9 The main duties of the safety committee are:
(a) to examine and approve the annual work plan of production safety of the unit, and supervise the implementation;
(two) to supervise the implementation of safety production rules and regulations and the implementation of the responsibility system for safety production;
(3) Organizing and coordinating safety inspections and organizing and coordinating the investigation and handling of safety accidents;
(four) to organize the assessment of major accidents and urge the rectification of the project;
(five) to consider the emergency rescue plan for major emergencies;
(6) Review and implement the operation plan of HSE management system and HSE management plan;
(seven) to examine and approve advanced collectives, units and advanced workers in production safety and decide to commend them;
(eight) to discuss and decide on major issues in safety work and measures to be taken;
Article 10 The office of the Enterprise Safety Committee is located in the Safety Production Management Department, which is responsible for handling daily work. The main responsibilities of the Office of the Security Committee:
(1) is responsible for proposing the annual safety work plan to the safety committee;
(2) Coordinating and supervising the safety work of relevant departments;
(three) to organize the implementation of comprehensive inspection of production safety;
(four) to be responsible for the assessment of leading cadres' contact with key devices and key parts (units) of production safety;
(five) to master the safety production trends, inform the safety information, and report to the director and deputy director of the safety Committee in time in case of major problems;
(six) responsible for all kinds of accident reports and summary reports of employee casualties, fires and traffic accidents;
(seven) to complete other tasks assigned by the safety committee.
Eleventh enterprises and their subordinate secondary production and business units should set up relatively independent specialized safety production management institutions, equipped with full-time safety management personnel to meet the needs of the work. Scientific research, design and institutions may set up special safety management institutions or full-time safety management posts according to actual conditions. Three-level key production and business units of oil and gas production, storage, refining and chemical industry, engineering and technical services, construction and other enterprises and production and business units with more than 300 employees shall set up safety production management institutions. Grass-roots teams (workshops and stations) are equipped with full-time (part-time) safety management personnel. The proportion of full-time safety management personnel in enterprises is not less than 5‰ of the total number of employees, and the proportion of professional and technical personnel is over 80%.
Twelfth levels of production safety management personnel should remain relatively stable, and shall not be frequently transferred. If the department head changes his post due to work needs, he should first obtain the consent of the superior security department.
Article 13 An enterprise may, in accordance with relevant regulations, set up an organization for training, consulting, testing and evaluating safety in production, and after obtaining the qualification certification or filing of the state or relevant departments, carry out training and examination of employees, testing of equipment and facilities, and provide relevant consulting and safety evaluation.
Chapter III Responsibility System for Work Safety
Fourteenth enterprises should formulate the responsibility system for production safety of leading cadres, managers, post employees and departments at all levels. The responsibility system for production safety should cover all organizations and personnel of the unit, and achieve "one post and one responsibility, one post and one responsibility".
Fifteenth safety production responsibility system should be concise, practical, meet the requirements of the post, targeted and operable.
Sixteenth in accordance with the principle of "who is in charge, who is responsible", leading cadres, managers, employees and departments at all levels must conscientiously fulfill their respective safety responsibilities.
Seventeenth enterprises should formulate assessment methods for the responsibility system for production safety, and conduct regular assessment, rewards and punishments. The implementation of leaders, organs and departments at all levels of work safety reporting system, will fulfill the responsibility system for production safety as an important part of the assessment of cadres.
Chapter IV Safety Supervision
Eighteenth enterprises and their subordinate secondary key production and business units should have a safety director and deputy director. Generally, the safety officer is a deputy at the same level. The deputy director of safety may concurrently be the head of the safety department, and be managed by the assistant and deputy chief engineer at the same level.
Article 19 Enterprises shall set up safety supervision stations and institutes for geophysical prospecting, drilling, underground operation, offshore operation, construction, refining inspection and maintenance, etc. The safety supervision station consists of full-time safety supervision and part-time safety supervision. Safety supervisors must undergo qualification training and pass the examination, and engage in safety supervision with the certificate issued by the group company.
Twentieth enterprises should strengthen the external safety supervision of grass-roots units or construction (engineering) projects. In major dangerous key construction projects such as geophysical prospecting, drilling, logging, oil testing, workover, building construction, oil refining inspection and maintenance, the operator (or construction unit) or contractor shall send safety supervisors to be responsible for the safety supervision of the construction site. For key construction projects, operators (or construction units) must send full-time safety supervision.
Twenty-first enterprises should strengthen the management of safety officers, safety supervision and safety supervision stations at all levels, improve various management rules and regulations, and improve the supervision responsibility system.
Chapter V Safety Technology
Twenty-second enterprises should pay attention to safety science and technology work, organize science and technology projects, strengthen research and development of safety technology, and improve the level of safety technology.
Twenty-third enterprises should actively carry out international exchanges and cooperation in the field of safety production, and accelerate the pace of introduction, digestion, absorption and independent innovation of advanced safety production technologies; It is necessary to vigorously promote the application of advanced and applicable safety scientific and technological achievements, and actively promote new processes, technologies, equipment and materials; According to the national industry regulations and standards, we will intensify technical transformation, eliminate backward technologies and equipment that endanger safety in time, and improve intrinsic safety.
Twenty-fourth construction units should strictly implement the "three simultaneities" management requirements of new construction, renovation and expansion projects (projects), and conduct safety pre-evaluation and safety acceptance evaluation according to regulations.
Twenty-fifth enterprises shall, in accordance with the provisions, conduct regular safety evaluation and evaluation of production devices, important and special equipment in use, and solve existing problems in time. It is necessary to adhere to the system of equipment monitoring and inspection, and carry out regular maintenance to make it meet the conditions of safe technology production.
Twenty-sixth enterprises should encourage and guide employees to actively participate in safety technology innovation, and extensively carry out minor changes and rationalization proposals.
Chapter VI Safety Education and Training
Article 27 An enterprise shall regularly provide safety education and training to its employees in various ways, so as to improve their safety technical quality and ensure that they have the necessary safety production skills and the ability to prevent accidents. Employees who have not passed the safety production training and assessment are not allowed to work at their posts.
Twenty-eighth enterprises and production and business units of the main person in charge, in charge of the leadership and safety management personnel must have the knowledge of production safety and management ability to adapt to the production and business activities of the unit.
Twenty-ninth should adhere to the "three-level safety education" for new employees and the second and third-level safety education for workers who have been transferred, establish and improve the safety education files, and achieve "one person, one card". "Three-level safety education" time shall not be less than 40 hours.
Thirtieth to strengthen the safety training and assessment of temporary employees, as well as the safety education of foreign construction personnel, and record for the record.
Thirty-first special operations personnel must participate in the training organized by the relevant departments, and can only work at their posts after passing the examination and obtaining the operation certificate, and conduct re-examination according to regulations.
Thirty-second enterprises to adopt new technologies, new processes, new materials and new equipment, to organize relevant personnel to carry out special technical training and safety education, after passing the examination before use and operation.
Thirty-third enterprises should strengthen safety continuing education, and constantly improve the operational skills and accident prevention ability of employees.
Chapter VII Safety Inspection
Article 34 An enterprise shall formulate a safety inspection system, adhere to daily inspections and organize safety inspections regularly. The enterprise shall conduct comprehensive safety inspection at least twice a year, and the secondary unit of the enterprise shall conduct comprehensive safety inspection at least once every quarter. Grass-roots teams (workshops and stations) should carry out on-the-job inspection, patrol inspection and handover inspection.
Units that establish HSE management system can incorporate safety inspection into management system audit.
Article 35 An enterprise shall organize special safety inspections or professional safety inspections according to seasonal changes, holiday production characteristics and special operation requirements.
Thirty-sixth enterprises should establish a system of contact points for leading cadres in production safety, and regularly conduct safety inspection and guidance on the contact points for production safety of key production devices and key parts (units).
Article 37 An enterprise shall improve the means of safety inspection and conduct inspection according to standards, specifications and safety checklist. The inspectors shall make a written record of the time, place, content, problems found and their handling, which shall be signed by the inspectors and the person in charge of the inspected unit; The inspector shall record the inspection and report to the superior. There should be a receipt record for the rectification.
Thirty-eighth enterprises should formulate penalties for violations, and strengthen the inspection, supervision and punishment of violations. The "three violations" (illegal command, illegal operation and violation of labor discipline) found in the inspection should be corrected on the spot or required to be corrected within a time limit. Serious violations should be made in hell to pay and will not be tolerated.
Thirty-ninth hidden dangers of accidents found in the inspection shall be ordered to be eliminated. If the safety cannot be guaranteed before or during the elimination of major hidden dangers, the operators shall be evacuated from the dangerous areas and ordered to suspend production or business or stop using them temporarily; After the hidden dangers of major accidents are eliminated, production, operation and use can only be resumed after examination and approval. Preventive and monitoring measures should be formulated for hidden dangers of accidents that cannot be eliminated immediately during inspection. On the basis of evaluation, make a plan according to the management authority, invest in rectification funds, and complete the rectification on schedule.
Article 40 The inspection of major hazard sources should be strengthened, the management files and dynamic monitoring data account of major hazard sources should be established, the necessary monitoring and testing instruments and equipment should be equipped, and the major hazard sources should be tested, evaluated and monitored regularly to ensure that the major hazard sources are under control.
Article 41 Enterprises shall cooperate with the safety supervision and inspection personnel of local governments and higher-level units to perform their supervision and inspection duties in accordance with laws and relevant regulations, and shall not refuse or obstruct them.
Chapter VIII Safety Input
Article 42 An enterprise shall ensure the capital investment in production safety. In the preparation of the annual budget, priority should be given to ensuring safety expenses, and the project funds for accident hidden danger management and safety technical measures should be collected according to regulations and actual needs.
(a) the safety technical measures plan and the accident hidden danger management plan are organized by the safety management department, and the projects that need to be arranged for investment are included in the investment plan by the planning department according to the regulations;
(two) the enterprise planning and finance department should incorporate the funds for safety technical measures and the accident hidden danger management plan into the enterprise budget, and implement the capital investment;
(three) the person in charge of the enterprise shall organize the relevant departments to review and summarize the safety technical measures and the accident hidden danger management plan, and the relevant departments of the enterprise shall be responsible for compiling the investment plan or separately compiling the plan and issuing it; Need to be submitted to the superior for examination and approval, issued by the superior for examination and approval, and the security department shall inspect and supervise the implementation;
(4) The project is responsible for the management of safety technical measures and accident hidden danger management schemes. The planning safety management department shall organize the relevant departments to carry out the completion acceptance of the completed safety technical measures and hidden danger control projects.
Article 43 The main scope of the safety technical measures plan project includes:
(1) safety technology: protection, safety, signal and alarm devices of various mechanical equipment; Safe start and emergency stop facilities; Indications and warning signs of dangerous places in production areas; Adopt new technology, popularize new technology and new achievements; Toxic and harmful operating point detection and inspection instruments; And the auxiliary mechanization measures taken for heavy, laborious or dangerous manual operations;
(2) Occupational health: ventilation, lighting and lighting devices in the production workshop; Mechanization, sealing or air purification facilities that produce toxic and harmful gases, dust or soot; The production site is equipped with heat insulation and heatstroke prevention facilities to prevent radiation heat hazards; Protective facilities to reduce or eliminate noise, vibration and radiation during work; Workshop or auxiliary room should increase or improve cold and heating facilities;
(3) Auxiliary rooms and facilities: women workers' clinics in workshops where women workers are concentrated, lounges, restaurants, changing rooms in workshops or workplaces and their corresponding facilities;
(4) Publicity and education: including research and experimental work on safety technology and labor protection, as well as required working instruments; "safety education room" for enterprise employees; Purchase or compile auxiliary equipment, books, publications, pictures, rules and regulations publicity materials, slides, film copies, videos, etc. Used for safety technology and labor protection management.
Chapter IX Fire Safety Management
Article 44 An enterprise shall strengthen its internal fire safety management, incorporate fire safety into the overall deployment of enterprise safety production, and implement the fire safety responsibility system of organizations at all levels.
Article 45 An enterprise shall adhere to the principle of "putting prevention first and combining prevention with elimination", strengthen fire prevention publicity and education, organize fire prevention inspection, and eliminate fire hazards in time.
Article 46 Enterprises shall allocate fire-fighting equipment and facilities according to regulations, strengthen management, and conduct regular inspections and inspections to ensure that fire-fighting equipment and facilities are in good condition and reliable.
Article 47 Enterprises shall strengthen the safety management of fire and explosion dangerous places, strictly implement the industrial hot work ticket (or work permit) system, strengthen the safety management and supervision and inspection of the construction site, and implement on-site monitoring to ensure the safety of industrial hot work construction.
Forty-eighth enterprises should strengthen the safety management and fire inspection of public gathering places, formulate public emergency plans, and strictly monitor measures to prevent group casualties.
Forty-ninth in accordance with the provisions of the "Fire Protection Law" to establish a full-time fire brigade, the implementation of professional management, the allocation of required fire equipment and personnel. Grass-roots units should set up voluntary fire brigades, conduct regular training and drills, so that they can call the police, use fire-fighting equipment, use protective equipment and help themselves and each other.
Chapter X Traffic Safety Management
Fiftieth enterprises should strengthen internal traffic safety management, traffic safety management into the overall deployment of enterprise safety production.
Article 51 Enterprises should strengthen the management of drivers, implement the internal "Driving License" system, strengthen the education of drivers' driving safety and professional ethics, and constantly improve drivers' safety awareness.
Fifty-second enterprises should strengthen the maintenance of vehicles and keep them in good condition. Strengthen the management and control of passenger cars, dangerous goods transport vehicles, special vehicles, scattered vehicles and rental vehicles, and take effective measures to reduce traffic accidents.
Article 53 An enterprise shall strengthen internal traffic safety inspection and implement the system of "three deliveries and one letter" on holidays (handing in car keys, driving license and driver's license, and storing vehicles at designated places).
Article 54 Enterprises shall strengthen publicity and education on traffic safety, educate all employees to improve their awareness of traffic safety, abide by traffic safety laws and regulations and ensure traffic safety.
Chapter II XI Occupational Health and Labor Protection
Article 55 Enterprises should conscientiously implement the national laws and policies on occupational health and labor protection, establish and improve the occupational health management system, improve the occupational health files and employee health monitoring files, and do a good job in occupational health monitoring.
Article 56 An enterprise shall, in accordance with the prescribed inspection items and cycles, conduct occupational health examinations for personnel engaged in occupational hazards and special operations before, during and after taking up their posts. Personnel who have not undergone occupational health examination before taking up their posts shall not be arranged to engage in operations that are exposed to occupational hazards, and personnel with occupational contraindications shall not be arranged to engage in operations that are taboo.
Fifty-seventh regular monitoring and evaluation of occupational hazards in the workplace. Measures should be taken to control occupational hazards that do not meet the national health standards, continuously improve working conditions, and reduce the occurrence of occupational hazards. For new construction, reconstruction and expansion projects that may cause occupational hazards, pre-evaluation of occupational hazards shall be conducted before construction, and evaluation of the control effect of occupational hazards shall be conducted before completion and acceptance.
Fifty-eighth to carry out health management of construction operations, health risk identification and evaluation. Improve the medical and health guarantee conditions in construction, strictly manage diet, drinking water and environmental sanitation, and do a good job in the prevention of infectious diseases, endemic diseases and other diseases.
Article 59 A bulletin board shall be set up in a prominent position in the workplace where occupational hazard factors are generated, and the relevant rules and regulations for the prevention and control of occupational diseases and the detection results of occupational hazard factors shall be published; In workplaces with occupational hazards, warning signs, operating procedures and emergency rescue measures for occupational hazards are set up.
Article 60 The use, transportation and storage of radioactive isotopes must be equipped with protective articles and alarm devices, and radiation workers should wear personal dosimeter to strengthen the use of personal protective articles.
Sixty-first workplaces and staff dormitories should be set up with unimpeded safe passages that meet the relevant provisions of the state and the requirements of emergency evacuation. Workshops, shops and warehouses that produce, manage, store and use dangerous goods shall not be in the same building as the staff dormitory, and keep a safe distance; Set up obvious safety warning signs on dangerous production sites and related facilities and equipment.
Article 62 Workplaces and staff dormitories should be kept clean and hygienic, and equipped with facilities such as moisture-proof, cold-proof, heat radiation prevention and disinfection. Its roads, lighting, drinking water and sewage channels should comply with state regulations, and sanitary auxiliary facilities should be set up as needed.
Article 63 In accordance with the relevant regulations of the state and superiors, provide employees with labor protection articles that meet the requirements of safe production, and labor protection clothing should meet the requirements of "four unifications" of the group company (uniform performance, style, color and logo).
Article 64 Enterprises must do a good job in special labor protection for female employees.
Sixty-fifth enterprises must participate in social insurance for work-related injuries according to law and pay work-related injury insurance money for employees.
Chapter XII Safety Management of Contracting and Leasing Operations
Article 66 An enterprise shall strengthen the safety management of contracting and leasing operations. In all kinds of contract (including contract task book) or lease contract, the responsibility of safety production management of relevant parties must be clearly defined. It is not allowed to contract out or lease production and operation projects, sites and equipment to units or individuals that do not have the conditions for safe production or corresponding qualifications, nor to lease sites and equipment that do not meet the conditions for safe production to engage in production and operation activities.
Article 67 When the operator (or the construction unit) signs an economic contract for engineering technical services with the contractor, the general contractor and the subcontractor, they shall sign a safety production contract for engineering technical services, specify their respective safety production management responsibilities and safety measures that should be taken according to law, and designate full-time safety production management personnel to conduct safety inspection and coordination.
The construction unit shall strengthen the safety management of the construction site and obey the safety supervision and management of the construction unit. The general contractor shall be responsible for the safety supervision and management if the general construction contract is implemented. Subcontractors are responsible to the general contractor and obey the general contractor's safety supervision and management of the construction site.
Article 68 Where there are multiple contractors and lessees in production and operation projects and sites, the operators (or construction units) shall sign special safety production agreements with the contractors and lessees respectively, or stipulate their respective safety production management responsibilities in the contract and lease contract; Operators (or construction units) should coordinate and manage the safety production of contractors and lessees in a unified way.
Article 69 The employer or lessor must provide the contractor or lessor with relevant information about the leased house and equipment, and the contractor or lessor must engage in relevant business activities under the condition of meeting the requirements of the employer or lessor for safe production.
Chapter XIII Emergency Management
Article 70 An enterprise shall formulate an emergency management system to deal with emergencies. Emergency management should implement the concept of "people-oriented", adhere to the basic policy of "safety first, prevention first", and achieve "early detection, early reporting and early disposal".
Seventy-first enterprises should improve the emergency rescue organization for major accidents, establish professional emergency rescue teams, improve the level of rescue equipment, and equip necessary emergency rescue reserve materials. Strengthen communication with local governments and surrounding parties, establish a linkage mechanism of early warning, alarm, rescue and recovery, and enhance the emergency rescue ability to deal with various emergencies and major accidents.
Article 72 An enterprise shall classify emergency plans. The emergency plan focuses on all kinds of major emergencies such as uncontrolled blowout, dangerous chemicals, oil refining units, oil and gas storage (stations), long-distance pipelines, offshore operations, civil explosive equipment, radioactive sources, special equipment and public gathering places. The contents of the emergency plan should be detailed and complete, giving full consideration to the harm caused to the relevant parties in the surrounding areas, establishing an early warning and rescue mechanism with the local government and relevant parties in the surrounding areas, and doing a good job in emergency plan training and drills according to regulations.
Seventy-third emergency plans formulated by various units shall be reported to relevant departments such as emergency rescue, and reported to higher authorities and local governments for the record. In case of emergency, the emergency plan should be started immediately according to the procedure.
Article 74 In response to major emergencies, we must adhere to the principle of "enterprise responsibility, regional linkage, territorial management and graded implementation" and consciously accept the supervision, management and inspection of local government departments. After the production safety accident, effective measures must be taken immediately to organize rescue, prevent the accident from expanding, strive to reduce casualties and property losses, and report to the local government, production safety supervision and management institutions and relevant competent departments immediately as required. To deal with emergencies, we should be "quick response, clear responsibility, unified command and giving priority to saving people" to minimize the harm caused by accidents.
Chapter XIV Accident Management
Article 75 Enterprises shall strengthen accident management. All kinds of safety accidents should be reported and counted according to regulations.
Seventy-sixth after the accident, the relevant personnel at the scene of the accident shall immediately report to the person in charge of the unit. After receiving the accident report, the person in charge of the unit shall promptly take effective measures to organize rescue, prevent the situation from expanding and reduce casualties.
Article 77 All kinds of accidents must be reported step by step in time. In case of serious accidents, the enterprise must immediately report to the group company or joint-stock company according to the management authority, and report to the local government safety production department according to the regulations. It is not allowed to conceal, falsely report or delay reporting, and it is not allowed to intentionally destroy the scene of the accident or destroy relevant evidence.
The enterprise shall establish an accident reporting system, publicly report the telephone number, email address or email address, and accept and handle it in a timely manner in accordance with the regulations.
Article 78 After an accident occurs, an accident investigation team shall be established within the prescribed authority to conduct a timely and serious investigation of the accident. Accident investigation and handling should be based on the principle of "four passes", accurately identify the cause of the accident, and focus on finding the reasons such as defects in facilities, equipment, technology, rules and regulations, and safety management loopholes. , clear the nature and responsibility of the accident, summarize the lessons of the accident, put forward rectification opinions and preventive measures, and put forward handling opinions for those responsible for the accident in accordance with relevant regulations. According to the classification of accidents, enterprises and relevant departments and personnel report the accidents to superior units or competent departments, and report to relevant departments of local governments.
Seventy-ninth according to the specified time to do a good job of accident closure, and establish and improve the accident management files.
Chapter 15 Assessment, Reward and Punishment
Article 80 The group company implements the target management of safety production for enterprises and issues annual safety production assessment indicators.
Article 81 A group company shall make an annual assessment and evaluation on the safety production of enterprises. Safety production assessment indicators meet the requirements, safety production management assessment qualified, was awarded the title of safety production standard enterprise and issued a certificate; The assessment indicators of safety production have reached advanced requirements, and the management of safety production has been excellent after assessment. Approved by the safety production committee of the group company, it was awarded the title of advanced enterprise in safety production and awarded medals, certificates and bonuses.
The management measures and reward standards for safety production assessment shall be implemented in accordance with the Measures for Assessment and Appraisal of Advanced Enterprises in Safety Production of China Petroleum and Natural Gas Group Company.
Article 82 An enterprise shall formulate the annual assessment indicators for the safety production of its subordinate units, the evaluation standards for advanced collectives, units and individuals in safety production, and the methods of rewards and punishments.
Article 83 Enterprises and institutions shall reward employees in any of the following circumstances. Reward suggestions are put forward by the security department and approved by the leaders of enterprises and institutions.
(a) exemplary compliance with laws and regulations on safety in production, compliance with the rules and discipline, serious implementation of these provisions, and made remarkable achievements in safe and civilized production;
(two) found that the accident omen, take timely measures and report to the superior or stop illegal command behavior, to avoid major accidents and major economic losses;
(3) Actively organizing accident rescue and making outstanding contributions to reducing casualties;
(four) made important achievements or remarkable achievements in safety science and technology, safety management and academic research, the formulation and revision of standards and regulations;
(five) put forward reasonable suggestions, safety technology innovation, and achieved remarkable economic benefits.
Article 84 An enterprise shall formulate punishment measures for violations and deal with violations found.
Eighty-fifth sources and use of safety production incentives
(a) the enterprise's reward for advanced production safety shall be paid by the enterprise in the reward fund, or the annual total wages payable, or the safety fund;
(2) The deduction made by the enterprise for the illegal acts and accident handling of the subordinate units in production safety can be used for the reward of production safety. Deduction from the unit should be included in the wages payable by the unit.
Chapter XVI Supplementary Provisions
Article 86 An enterprise shall formulate detailed rules for implementation in accordance with these Provisions.
Article 87 These Provisions shall come into force as of the date of promulgation. The original Regulations on the Administration of Work Safety of China Petroleum and Natural Gas Corporation (Zi [1999]No. 194) shall be abolished at the same time.
Article 88 The Quality, Safety and Environmental Protection Department of the Group Company shall be responsible for the interpretation of these Provisions.
