A few days ago, the Implementation Rules for the Identification, Support and Management of Inclusive Private Kindergartens in Huangpu District was promulgated, which stipulated the following standards for the upper limit of fees for inclusive private kindergartens in Huangpu District: provincial kindergartens 1.700 yuan/person/month, municipal kindergartens 1.500 yuan/person/month, and district kindergartens 1.300 yuan/person/month. Inclusive private kindergarten refers to a private kindergarten which is organized by social organizations or individuals other than state institutions with non-state financial funds, is qualified to run a kindergarten, is open to the public, has reasonable fees, has standardized schools and guaranteed quality, and must meet the standardized kindergarten standards. Huangpu District supports the development of inclusive private kindergartens through financial subsidies, rent reduction and teacher training.
