On how to be a qualified grass-roots commander
Recently, Zhang Xinghui, the captain of Fujian Fire Corps, put forward the ardent hope and specific requirements on how to be a qualified grass-roots commander at the training summary meeting of grass-roots commanders in the province. General Zhang's speech was thought-provoking and thought-provoking, which benefited me a lot. Grass-roots units are the foundation of the army. As the grass-roots cadres of the fire fighting forces, they are the executors of the spirit of instructions and the implementers of the objectives and tasks. How to improve one's comprehensive quality and carry out all kinds of work at the grassroots level is very important for a grassroots commander. Based on personal experience, the author talks about some immature ideas on how to be a qualified grass-roots commander. Please criticize and correct the improper points. Personally, I think it is helpful to start from three places in practical work, that is, to be "studious, resourceful and practical" in practical work, and to combine "studious, resourceful and practical" organically to become the energy and motivation to promote practical work and apply it flexibly to practice. 1. Being good at learning means in-depth learning, based on the new promotion of comprehensive quality. The rapid development of science and technology and the rapid rise of knowledge economy put forward new and higher requirements for each of our comrades' knowledge mastery and comprehensive quality. The era of "eating fresh food all over the world" is gone forever. People are learned, not born. Only by understanding in study, thinking in work and honing in practice can we improve the overall quality of individuals. As a grass-roots cadre, if you want to be competent in your job and achieve first-class performance, you can't do it without strengthening your own learning. However, in real life, some comrades do not have a deep understanding of strengthening learning, do not really "learn deeply", do not have a complete grasp of theoretical knowledge, do not understand the spirit of instructions and documents deeply, and have a low comprehensive quality, so it is difficult to put the task in place. Therefore, for a grass-roots cadre, it is particularly important to strengthen their own study, correct their learning attitude, improve their comprehensive quality and firmly establish the idea that learning is a political responsibility. To strengthen the awareness of learning and "being good at learning", we should start from three aspects. First of all, we should strengthen the study of book knowledge. Book knowledge is the crystallization of human wisdom. Fire cadres in the new era should have a lot of knowledge, but the knowledge gained only through training and university study is limited after all. Reading extensively and absorbing all aspects of knowledge is a very effective way to improve one's own quality. In the process of reading, we should pay attention to learning methods, be good at collecting knowledge, make good reading notes, and lay a good foundation for the application in work. The second is to strengthen learning in practical work. Practice is the best teacher. Each organization carries out a task, from preliminary preparation and meeting mobilization to concrete implementation and summary evaluation. In the whole process, there will be successful experiences, but there are also some unsatisfactory places. As a grass-roots cadre, we should be a conscientious person, conscientiously sum up the work carried out by various organizations, and find the law from it. Summary is also a way to learn and improve one's working ability. Only by insisting on learning by doing and learning by doing, and through continuous practice and summary, can the overall quality of individuals be gradually improved. Third, we should pay attention to learning from comrades around us. The army is a melting pot, a big school and full of talents. Whether in government agencies or grass-roots units, our environment is learning. Every comrade and comrade-in-arms around him has something to learn as long as he pays attention to observation. We should be good at listening to different opinions, learn from colleagues, comrades-in-arms and subordinates with an open mind, find out our own shortcomings, and stimulate the motivation to study hard. The second is to seek more, that is, to seek novelty and strive to promote the new development of fire protection. The fire brigade is responsible for fire fighting and rescue, fire inspection and other tasks. Facing the new situation and new challenges, we should carefully analyze the new situation, study new countermeasures, seek the new development of the fire brigade and continuously improve its combat effectiveness. The key to promoting the new development of the army and improving its combat effectiveness lies in "seeking more" and seeking novelty. As the saying goes: "everything is established in advance, and it is abolished if it is not foreseen." "A man proposes." It's all about a plot. For grassroots cadres, courage and resourcefulness can get twice the result with half the effort. Bringing forth the old and bringing forth the new is the source of keeping things vigorous and the foundation of making extraordinary achievements. "Seek more", seek innovation, first, seek new development and inherit fine traditions. The fine tradition is a family heirloom of a unit, a collective and an army, which inspires and inspires generation after generation to advance wave upon wave and struggle hard. In the pursuit of new development, we should not be divorced from reality and lose good traditions, but should continue to carry them forward and give them new connotations. Otherwise, the new development we seek will become passive water, rootless wood, lose its foundation, deviate from its direction and lose its vitality. Second, to seek new development, we must seize the opportunity. "What can be met but not sought" is about opportunities. "It's now or never." Emphasis is placed on the preciousness of opportunities. In order to seek new development, the author thinks it is very important to seize the opportunity. Therefore, paying attention to observation, grasping and seizing the opportunity will help the fire control work to seek new development. Third, seeking new development should focus on the long term. When planning a work, we should not only base ourselves on the local reality, but also jump out of the circle to examine and think about the problem, and guide us to plan the development goal with a long-term vision and look at the problem with a development perspective, which is forward-looking. As long as it conforms to the development law of things and is conducive to the long-term development of fire protection, it should be actively done. Third, doing practical things means doing practical things, focusing on style and pragmatism. "Doing practical things" means doing practical things, and the key lies in "doing" and "being practical", which is fertile ground for implementing the spirit of instructions from superiors. Whether to do "hard work" is the vane to test the style of cadres. So, how can we "practice hard" and do it in practice? First, there must be a scientific method to "do it in practice". The basis of fire control work is at the grass-roots level. Grass-roots fire forces are faced with complex and changeable tasks. A thousand threads above and a needle below. All the work of superiors should be carried out at the grassroots level, which puts forward a test for the ability of every grassroots cadre to deal with complex problems. Therefore, we should take the overall situation into account, pay attention to methods and pay attention to actual results. Learn to "play the piano", distinguish the priorities of work, highlight the key points and give consideration to the general. You can't ignore one thing and another. For demanding and difficult tasks, we should solicit opinions from many parties, make careful arrangements, define objectives, decompose tasks, and blame people. According to the requirements of different stages of the task, we should choose the appropriate starting point and advance it in an orderly and in-depth manner to ensure the smooth completion of the task. Second, we must have a pragmatic attitude of "doing things". Individual comrades lack an attitude of seeking truth from facts in their work, and their investigation and research are not in-depth. They just want to get by, not too hard. Usually, the work is not realistic, the work is not meticulous, and it lacks long-term nature. When the year-end assessment and superior inspection came, they crammed for the last minute and burned the midnight oil to make a surprise attack. On the surface, everything seems to be in place, but in fact, there are many loopholes and even some problems will appear. Therefore, we should be practical, have a pragmatic work attitude, overcome impetuous emotions, do things in a down-to-earth manner and do things pragmatically. Even if some work will not have a sensational effect in the short term, as long as it is closely related to the development of army building and fire fighting, it must be implemented seriously, solidly and step by step. Third, we should have the spirit of "doing in practice". Numerous practices have proved that no work can be smooth sailing, and there will definitely be difficulties, big or small, on the way forward. In the face of difficulties, the weak choose to run away from the cold, and as a result, all previous efforts are in vain. If you don't advance, you will retreat. As grass-roots cadres, what they do will directly affect what kind of example they should set in front of officers and men and what kind of image they should set. This requires cadres to establish the belief of winning in the face of difficulties, unite all forces that can be United, mobilize all positive factors that can be mobilized, face difficulties, work hard, compare with courage, strength, height and pressure, and will not stop until they reach their goals. With this spirit as the driving force, no matter how difficult the road is, it will go up in smoke. Only in this way can "doing" produce results, "doing" produce good results, "doing" create first-class, ensure that all tasks and work are carried out and ensure that the grand blueprint formulated becomes a reality.
