Quanzhou Ocean Vocational College is a vocational college approved by the Fujian Provincial People's Government and put on record by the Ministry of Education. It was founded by Mr. Cai Tianzhen, a patriotic overseas Chinese from Singapore whose ancestral home is Shishi, Fujian. Construction started in 2005 and officially opened in 2009.

The school is characterized by marine specialty, with the vision of building an undergraduate marine vocational university with local autonomy, high industry recognition and international exchange, and offers 36 higher vocational majors such as marine engineering, transportation, intelligent manufacturing, electronic information, modern service, nursing and medical care, finance and trade, art and sports.
