In principle, the training and assessment subsidies shall be managed in a territorial way, and shall be implemented by the local human resources and social security departments and the financial departments. Subsidies are applied by enterprises and institutions on their behalf, and subsidy funds are directly allocated to enterprises and institutions (the excess subsidies are borne by enterprises and institutions).

If the training fee is paid, the training subsidy can be applied by the individual and directly transferred to the personal bank account.

Living expenses and transportation expenses incurred by poor people, people with employment difficulties, zero-employment family members, rural students and students from urban low-income families attending training in designated training institutions shall be subsidized by the training institutions, and the subsidy funds shall be directly allocated to the institutions; If the subsidy is applied by an individual, it will be directly allocated to the individual bank account.

Enterprise new apprentices and project-based training subsidies are applied by enterprises or training institutions undertaking project-based training, and subsidy funds are directly allocated to enterprises or training institutions.

For vocational skill evaluation institutions that are included in the annual government subsidy training evaluation list management, if they conduct evaluation free of charge and meet the requirements, they can apply for evaluation subsidies, and the evaluation subsidy funds are directly allocated to the bank accounts of evaluation institutions or enterprises, universities and other legal entities.

(2) Application materials

Enterprises or training (evaluation) institutions that apply for training (evaluation) subsidies from local human resources, social security and finance departments shall provide copies of "five types of certificates" (certificate information cannot be provided online, the same below) and advance training.

To apply for the pre-allocation of project-based training subsidy funds, an annual subsidy application form for vocational skills upgrading training, a roster of training start-up personnel, a copy of the training agreement, a tax invoice (or an application form for administrative fees and subsidies) or relevant receipts shall be provided; Apply for the allocation of the remaining subsidy funds, but also need to submit the roster of training graduates and a copy of the "five certificates".

If an individual applies, he/she shall provide an annual application form for subsidizing vocational skills upgrading training, a copy of the "five-type certificate", a tax invoice or an administrative fee bill, a receipt issued by a training (evaluation) institution and an application form for subsidizing funds.

To apply for subsidies for living expenses and transportation expenses, an Application Form for Subsidies for Living Expenses and Transportation Expenses during Training Period, a copy of ID card, an administrative fee bill (or tax invoice) issued by the training institution, and transportation expenses bills incurred during training shall be provided; If the training institution applies on its behalf, it shall also provide the roster of trainers and the power of attorney signed by the trainers and the training institution.
