The certificates required for laid-off workers to participate in re-employment training are certified by the Municipal Labor and Social Security Bureau, and the unemployed are certified by the Municipal Labor and Social Security Bureau.

6. The working-age population and rural land-expropriated farmers among the confirmed precise poverty alleviation targets. The target of employment and entrepreneurship training for land-expropriated farmers in the whole region is farmers with employability and desire, good health and per capita income below 0.3 mu after land acquisition. Male 16 to 60 years old, female 16 to 55 years old. Land-expropriated farmers are the key targets of employment and entrepreneurship training.
