The Measures propose that these Measures shall be applicable to the establishment of safety production management institutions of construction enterprises engaged in civil engineering, construction engineering, installation of lines, pipelines and equipment, and new construction, reconstruction, expansion and demolition of decoration projects. A construction enterprise shall establish a safety production management institution according to law, and implement the safety production management of the enterprise under the leadership of the principal responsible person of the enterprise.

The method is clear, and the safety production management organization of construction enterprises mainly has the following responsibilities: to publicize and implement the national laws, regulations and standards on safety production; Formulate and update the safety production management system in time and supervise its implementation; Organize or participate in the preparation and exercise of emergency rescue plans for production safety accidents in enterprises; Organize safety education, training and communication; Coordinate the allocation of full-time safety production management personnel of the project; To formulate the enterprise safety production inspection plan and organize its implementation; Supervise the use of safety production expenses for projects under construction.

Participate in the expert demonstration meeting of the special construction scheme of dangerous engineering safety, and report the illegal investigation and punishment of the projects under construction; Establish safety production management files for projects under construction; Assess and evaluate the safety production performance of subcontractors and the safety production management of the project; Participate in the investigation and handling of production safety accidents and other safety production management responsibilities defined by the enterprise.
