Twentieth scientific and technological achievements management institutions to implement the annual inspection of novelty retrieval institutions, and timely organize spot checks. The results of annual inspection and spot check shall be reported to the certification body for the record.

Twenty-first annual inspection time is the first quarter of each year. Novelty retrieval institutions shall submit the following annual inspection materials to the scientific and technological achievements management institutions within the specified time:

(1) Annual inspection report;

(2) A copy of the business license;

(3) A copy of the qualification certificate for sci-tech novelty retrieval business;

(4) List of sci-tech novelty retrieval items and expenses in the previous year;

(five) the change of novelty retrieval personnel;

(six) novelty retrieval personnel to participate in professional continuing education and training;

(seven) other materials required by the certification body.

Twenty-second scientific and technological novelty retrieval institutions that have passed the annual inspection shall be stamped with the qualified seal by the scientific and technological achievements management institution on the copy of the Qualification Certificate for Scientific and Technological Novelty Retrieval Business and the annual inspection mark on the original.

Twenty-third novelty retrieval institutions that have not applied for annual inspection shall be regarded as automatically giving up the qualification of sci-tech novelty retrieval business.

Twenty-fourth spot checks include:

(a) whether the novelty retrieval personnel have the ability to practice;

(two) whether the novelty retrieval is carried out in accordance with the norms of sci-tech novelty retrieval;

(3) Whether the novelty retrieval report conforms to the specifications;

(four) check whether the terms of the new contract have been fulfilled;

(5) Whether the novelty retrieval files are complete;

(six) whether the internal review system is sound;

(seven) whether there are violations in the actual operation process;

(8) Other contents stipulated by the authorized institution.

Twenty-fifth novelty retrieval institutions that fail to pass the annual inspection and spot check shall make rectification within three months, and suspend their novelty retrieval business during the rectification period. After the rectification, the scientific and technological achievements management organization will check again, and those who pass the inspection will be allowed to continue practicing; Do not meet the conditions, report to the identification authority to cancel the qualification of sci-tech novelty retrieval business.
