Development counties refer to districts and counties (cities) that have been approved by the national agricultural comprehensive development management institutions to implement agricultural comprehensive development projects. The financial department of the fifth Municipal People's Government shall be in charge of the comprehensive agricultural development funds and project management in the whole city. The financial department of the development county people's government is responsible for the comprehensive agricultural development funds and project management within its jurisdiction.
City and development county agricultural comprehensive development management institutions specifically responsible for agricultural comprehensive development funds and project management.
Agriculture, water conservancy, forestry, land and resources, environmental protection, electric power and other departments should do a good job in comprehensive agricultural development within their respective responsibilities. Article 6 The people's governments of cities and development counties shall organize relevant departments to formulate medium and long-term comprehensive agricultural development plans, and incorporate the comprehensive agricultural development work into the economic and social development plans within their respective administrative areas. Article 7 The people's governments of cities and development counties shall establish a joint conference system for comprehensive agricultural development, and study, coordinate and solve major problems in comprehensive agricultural development funds and project management. Chapter II Fund Management Article 8 The funds for comprehensive agricultural development projects include:
(a) the central, provincial and municipal finance set up special funds for comprehensive agricultural development;
(two) agricultural production and operation organizations and individuals to raise funds, in kind, villagers' investment and labor;
(three) the financial funds attracted by the investment of financial funds. ;
(4) Funds donated by the society;
(five) other relevant funds stipulated by the state and the province. Article 9 The county-level reimbursement system shall be implemented for the use of special financial funds for comprehensive agricultural development. Development county agricultural comprehensive development management institutions shall implement the prescribed reimbursement procedures and procedures. Funds for comprehensive agricultural development shall be managed by special personnel, accounted for in special accounts and used for special purposes in accordance with the financial accounting system for comprehensive agricultural development, and shall not be used for other purposes.
No unit or individual may defraud the special financial funds for comprehensive agricultural development, and may not convert the special financial funds used free of charge into paid use. Tenth agricultural comprehensive development land management project management funds include:
(a) in accordance with the provisions of the state, the development counties shall allocate the project management and protection funds according to the proportion of the total annual planned financial funds of the land management project for comprehensive agricultural development 1%;
(II) The project management and protection funds arranged by the municipal and development county finance respectively according to the proportion of not less than 3% of the total financial funds of the last year's land management project plan;
(3) Income from contracting, leasing or auctioning agricultural development projects;
(four) the project management and protection funds invested by the township (town) people's government, street offices, villagers' committees, farmers' professional cooperative organizations and beneficiary farmers. Article 11 Management and protection funds for comprehensive agricultural development projects are mainly used for the daily maintenance of public welfare comprehensive agricultural development projects and equipment, and the purchase of small simple management and protection tools and operation monitoring equipment necessary during the project design and use. Shall not be used for the purchase of vehicles, administrative personnel salaries, subsidies and other administrative expenses.
The application for the use of funds for the management and protection of agricultural comprehensive development projects is reported and approved by the management and protection subject of agricultural comprehensive development land management projects, and it is approved by the local villagers' committee, the township (town) people's government and the financial department of the subdistrict office. After the relevant departments and technicians review the maintenance project budget, they shall report it to the agricultural comprehensive development management institution for examination and approval, and pay the funds according to the approved payment plan and the relevant provisions of the county-level financial reimbursement system. Twelfth comprehensive agricultural development land management project management and protection funds by the comprehensive agricultural development management agencies to co-ordinate arrangements and management, the implementation of separate accounting, earmarking. The fund balance of the current year can be carried forward to the next year for continued use. Chapter III Project Management Article 14 Comprehensive agricultural development projects include land management projects and industrialized management projects.
Land management projects, including stable and high-yield basic farmland construction, high-standard farmland demonstration projects, large-scale advantageous agricultural products base construction such as grain, cotton and oil, improved varieties breeding, land reclamation and other low-and medium-yield farmland transformation projects, grassland improvement, small watershed management, land desertification control, ecological forest construction and other ecological comprehensive management projects, and water-saving supporting transformation projects in medium-sized irrigation areas.
Industrialized management projects, including economic forest and protected agricultural planting, animal husbandry and aquaculture and other planting and breeding base projects, agricultural products processing projects, storage and preservation, wholesale markets and other circulation facilities projects. Fifteenth city and development county agricultural comprehensive development management institutions shall, according to the superior annual project reporting guidelines and agricultural comprehensive development planning, issue annual project approval notice step by step.
The township (town) people's government, street offices, farmers' professional cooperative organizations, agricultural enterprises and individuals with a certain scale of land planting in the city and development county shall submit a written application to the development county agricultural comprehensive development management institution in accordance with the reporting guidelines. The accepting institution shall organize relevant experts to conduct on-the-spot investigation and put forward preliminary opinions. Meet the conditions, according to the provisions of the municipal agricultural comprehensive development management institutions for publicity and declaration.
City agricultural comprehensive development management institutions shall organize experts or entrust intermediaries to review the declared projects, and those who meet the conditions shall be submitted to the provincial agricultural comprehensive development management institutions for examination and approval.
