If a traffic violation occurs without causing a traffic accident, the specific methods to deal with the traffic violation are as follows: general procedures, including: investigation and evidence collection, informing the reasons, basis and related rights of punishment, listening to statements and arguments or holding a hearing, and making a decision on punishment. Cases in which summary procedure is applicable include:

1. The traffic police impose a fine of not more than 200 yuan on an individual at the scene, and can make a decision on punishment on the spot;

2. If the traffic police handle a case in a different place and impose a fine on the owner, manager or driver of an illegal motor vehicle according to the traffic technical monitoring records, a summary procedure may be applied to make a penalty decision.

Legal basis: Article 72 of the Road Traffic Safety Law of the People's Republic of China. After receiving the traffic accident alarm, the traffic administrative department of the public security organ shall immediately send traffic police to the scene, first organize the rescue of the injured and take measures to restore traffic as soon as possible.

The traffic police shall conduct an inquest and inspection on the scene of the traffic accident and collect evidence; Due to the need of collecting evidence, the accident vehicle may be detained, but it shall be properly kept for verification.

The traffic administrative department of the public security organ shall entrust a specialized agency to conduct a professional inspection of the physical and mental condition of the parties. The appraisal conclusion shall be signed by the appraiser.
