The accident caused 36 deaths and 192 injuries. The railway safety situation is grim. As a railway passenger transport management cadre, I fully realize that safety responsibility is greater than the sky, and safety work overrides all work. We must concentrate our energy, act quickly, pay close attention to safety, implement management, take practical measures, sort out safety management ideas, and quickly reverse the passive situation of safety production.

First of all, reflecting on my daily safety management, I think I still have the following gaps:

First, there is a gap in safety awareness. Safety has always been the eternal theme and responsibility of our work. Safety in production is related to everyone's life, to the happiness of our family and to the reform and development of our railway enterprises. In safety production, every shocking accident lesson and accident case in safety education will have a strong shock and influence on us. It can be said that everyone needs safety, and everyone is afraid of losing it. In our practical work, since the through train started, the safety problem has brought us new topics. The through train is brand-new in equipment and carefully selected in personnel quality. In terms of safety management, we sometimes neglect management because of these superior conditions, and fail to predict, control and prevent hidden dangers to the maximum extent. For example, we always ask flight attendants to strengthen publicity and check the traffic jam at the entrance of the carriage, but sometimes they think that through trains have sleepers, passengers are of high quality, and stations will also strictly investigate traffic jams. There should be no problem, so they are lucky in their minds. Over time, their safety awareness will be relaxed and there will be a gap in understanding. Think about some accident lessons. Although every accident has a series of reasons and lessons, digging deep into the root cause is caused by the out-of-control of a certain detail. Therefore, a correct attitude, a correct understanding, and a profound lesson from the accident can effectively enhance the sense of urgency and responsibility for doing a good job in safety production.

Second, there are omissions in safety management. Safety education sometimes becomes a mere formality. In implementing the deployment and requirements of safety work, there is a phenomenon of "implementing documents by documents and implementing meetings by meetings", which is a mere formality with little combination of reality and poor operability. Lack of understanding of some hidden dangers in safety, subjective judgment based on experience, high requirements for employees' safety business training and familiarity with business knowledge, and lack of drills for employees' actual safety emergency handling, resulting in poor emergency handling ability of employees. There are some weak links in safety basic management, such as the "three inspections" of trains, and sometimes the police chief, train conductor and car inspector are not strictly required to get off the train together to check the train equipment and facilities. Safety account is the record of implementing various safety measures, and it is the problem basis for trains to do a good job in safety. Therefore, standardizing account management can make security management orderly, controllable and well documented. Through inspection, there are irregularities in our security account management. For example, safety production analysis, sometimes can not find problems in depth, find problems and formulate practical measures to solve problems, and sometimes it is just an armchair strategist. The safety responsibility system is not implemented in place, and the "two disciplines" of employees are not strictly implemented according to regulations. For example, the through train runs at night, so it is particularly important to ask the conductor to patrol at night, but sometimes the conductor will doze off on duty.

In the safety inspection activities, as a management cadre, I will set an example and do a good job of "five inspections, one rectification and five guarantees". We should base ourselves on the current situation, pay close attention to key points, pay close attention to the implementation of various measures, turn pressure into motivation, and fight a tough battle for safety.

First, get on the job quickly and perform your duties seriously. In strict accordance with the quantitative standards formulated by Duan (trains within the jurisdiction are not less than 3 times a week), add trains, go deep into the site, and check and guide the train operation. Focus on checking whether there are phenomena such as simplified operation and illegal operation in site operation, and whether the "two major disciplines" of team members are relaxed, helping to urge employees to correct their safety attitude and ensure orderly and controllable safety operation.

The second is to publicize and educate employees and correct safety thoughts. Take advantage of opportunities such as study meeting, hitchhiking, car ferry, etc. to explain the reasons and lessons of the "7.23" accident to employees, explain the severe safety situation and overall situation faced by the whole railway and the significance of carrying out safety inspection activities, unify thoughts and act quickly, and enhance employees' sense of responsibility and mission to ensure transportation safety.

The third is to set an example and go deep into the scene. Conduct a comprehensive inspection of the number of guaranteed trains and conscientiously implement the duty management system. Go deep into the carriage, make sure the train starts, leave the warehouse, stay in the warehouse and watch the train, and the train finally arrives; Take the lead in implementing rules and regulations, and achieve "five similarities" with employees (study together, ride together, participate in "three-ride joint inspection", patrol and inspect operations with train conductors, and enter and leave apartments with train crew), analyze problems with employees, and formulate and implement overall measures. At the same time, strengthen the inspection of key time periods and key time, and deal with employees' violations of discipline and discipline, and will never tolerate them.

Safety responsibility is more important than Mount Tai. The current situation is grim, and frequent safety accidents have sounded the safety alarm for every railway worker. On, various departments held safety emergency telephone conferences one after another, and our company also held a safety reflection inspection mobilization meeting, which made important arrangements for extensively carrying out safety reflection inspection activities and effectively resolving particularly serious accidents.

According to the arrangement of the group company, I have carefully studied the speeches, notices and some related accident cases of important leaders at the _ _ _ safety meeting of the Railway Bureau and the group company, and have a clearer understanding of the current safety situation and a profound reflection on my own safety work. In view of the problems existing in my own safety, I conducted in-depth search and analysis, which made me deeply feel the problems existing in my own safety behavior. I analyzed my daily work from the actual responsible work and post responsibilities. I think I still have the following problems:

1, there is still a gap in ideological understanding. Weak safety awareness, low enthusiasm for participating in safety education, and insensitivity to safety-related issues. It has not been fully implemented in all work processes and management systems of safe production.

2, rules and regulations and related safety knowledge can't fully grasp. I don't know much about all kinds of rules and regulations and related safety knowledge, which makes my own safety prevention level have a certain gap.

3. The daily safety is not standardized. In daily work, the main safety problem is fire prevention and theft prevention. Can't completely follow the rules and regulations, resulting in many security risks. For example, put paper cups, paper pumps and so on. In the equipment storage cabinet in the conference room; The electrical appliances and power switches in the office failed to be turned off in time; Problems such as unlocked doors and windows and lack of experience in using fire-fighting equipment have caused hidden dangers to daily safety work. These problems need to be resolutely corrected in the future.

In view of the above problems, I will strive to achieve the following three points in terms of safety in the future:

1, to further improve safety awareness. Safety and stability are related to the normal office order of the company, the growth of the company's operating efficiency, the overall situation of the company's reform and development, and the vital interests of every employee. Therefore, if the safety awareness is not firmly established, it will inevitably cause hidden dangers to the company's safety production. In the future, in my work, I will seriously follow the strict requirements of various rules and regulations, never violate the rules, truly realize the importance of safety ideologically, and improve safety awareness.

2. Further strengthen theoretical study. I will be strict with myself in my future work, strengthen the study of safety laws and regulations, improve my professional quality, and make efforts for the stable and orderly production of the company.

In the tears of the families of the victims, under the criticism of everyone, the railway is facing a heavy social pressure and a crisis of trust, so the vigorous safety inspection activity has once again become the central work of all railway cadres and workers after February, which has set off the climax of safety inspection in the aspects of cadre style, staff thought, safety management and control, responsibility implementation and logistics support. As a railway cadre, I reflect on the experience and lessons of this accident in my soul, but in reflection, I have more and more incomprehension.

One reflection: Is high-speed rail a spiritual concept or a means of transportation? What should be the maximum speed of the train? As we all know, China is not the second country to master high-speed rail technology, but China is the first country to dare to drive the train above 350km/h (the top speed is 497KM/H). In the eyes of European and American countries (marveling at the courage and boldness of China people), China's high-speed rail has made rapid progress again and again. After all, the world's first aura can't erase the embarrassment of reality. The train is maintained at the cost of missile maintenance, and the false halo is synthesized by patchwork technology. This kind of thing that has no input but no output and is irresponsible to the lives of Chinese people may only be done by a madman. However, in a specific period, China high-speed rail was born in front of people with a great image.

The United States, France, Germany and other countries have mature high-speed rail technology, but after repeatedly demonstrating the cost performance of railway speed and safety benefits, they have not been put into construction so far. It is said that the speed of the high-speed railway to be built in the United States is 1 10 mph, which is converted into176 km/h. The hearsay is not credible, but it also reflects the highest speed of the railway from one side. It has always been said that the transportation capacity of China Railway is tight, and the average length of China Railway is less than ten centimeters, less than the length of a cigarette. This is true in the data, but the peak passenger flow of the railway is always concentrated in several fixed time periods, and most passenger trains are basically in an unsatisfied state. Railways should not pursue higher speed, but should adjust the train density in special periods on the premise of ensuring safety. Trains can only appear in the world of King Kong Huluwa or Astro Boy. More than 300 kilometers should be aerospace, and railway cadres and workers can't reach this standard in terms of wages and knowledge.

The second reflection: Why did the "iron boss" become the target of Chinese people's scolding, but the railway people did not enjoy the benefits brought by absolute monopoly? Over the years, people have become accustomed to scolding the railway, especially in Spring Festival travel rush, Summer Games and Golden Week every year. If you can't buy a ticket, you will be scolded, if you can't buy a sleeper, you will be scolded if you are in a bad mood in the car. Groups of experts and professors who don't know what a train is point at the railway, and stars who think they are saviors point at the railway. Why is no one gossiping about crowded buses and subways? It is nothing more than the false name of "iron boss" monopoly and "high majority" system (highly centralized, arterialized and semi-militarized) that harms railway cadres and workers. I don't know how much the railway paid for the implementation of the ticket real-name registration system, but what I can see is that the workload of railway workers is getting bigger and bigger, and the queues for buying tickets are getting crowded and longer, but I can't see any increase in my salary card. Under the wise leadership of the former "Railway Emperor" and under the guidance of the policy of realizing the rapid development of China's railways at the expense of several generations of railway people, I have worked for 26 years and enjoyed the shock of railway reform from beginning to end, but I looked at my poor wallet and found that I might as well stand guard in the street.
