Provisions on the administration of traffic science and technology information work
Chapter I General Provisions Article 1 These Provisions are formulated in order to strengthen the information work of traffic science and technology and better serve the progress of traffic science and technology and the development of traffic undertakings. Article 2 These Provisions shall apply to the management of scientific and technological information of enterprises and institutions directly under the Ministry of Communications and the traffic departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government. Chapter II Industry Management and Organizational System Article 3 The Ministry of Communications is in charge of the national transportation science and technology information work, and is responsible for formulating principles and policies, planning plans, organizing and coordinating, exchanging experience, training cadres and providing business guidance, establishing and centrally managing the transportation industry professional information network, awarding and commending the transportation industry scientific and technological information achievements and advanced collectives and individuals, and coordinating and managing the industry information publications. Article 4 The traffic departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government are in charge of the traffic science and technology information work in their respective regions. Under the macro guidance of the Ministry of Communications, they are responsible for the formulation, planning and compilation of the principles and policies for the traffic science and technology information work in their respective regions, organizing and coordinating, exchanging experiences, training cadres and providing professional guidance, establishing and centrally managing professional information networks in their respective regions, and being responsible for the evaluation and commendation of the information achievements, advanced collectives and advanced individuals in their respective regions. Article 5 The national transportation science and technology information organization system includes: the Institute of Science and technology information of the Ministry of Communications, the science and technology information stations of the transportation departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, the intelligence agencies of enterprises and institutions directly under the Ministry of Communications, and various professional information networks in the transportation industry. Article 6 The Institute of Science and Technology Information of the Ministry of Communications is the national science and technology information center of the transportation industry, providing information services for the whole industry. Its main tasks are:

(a) to assist the Ministry of Communications in providing business guidance, experience exchange and cadre training for the scientific and technological information work of the national transportation industry;

(two) collecting, processing, storing and reporting domestic and foreign traffic science and technology literature, and carrying out borrowing, copying, translation, retrieval, novelty retrieval and consulting services;

(three) the development of domestic and foreign traffic science and technology literature database and various facts and numerical database, research and application of modern information technology, organize the establishment of computer retrieval system of traffic science and technology information;

(four) according to the needs of transportation and scientific and technological development, carry out information analysis and soft science research, and provide information achievements and consulting services for scientific research and demonstration of major projects of leadership decision-making, transportation construction and transportation production;

(five) facing the market demand, actively carry out technical exchanges and transactions, patent services, personnel training and intermediary services, vigorously promote scientific and technological achievements, and promote the transformation of science and technology into productive forces;

(six) editing and publishing traffic science and technology information publications, domestic and foreign traffic science and technology information, compilation, manuals and special intelligence materials;

(seven) collecting domestic and foreign traffic science and technology information films and video materials, making traffic science and technology videos and providing replication services;

(eight) to carry out the application research of information theory, method and information technology in traffic science and technology information work. Article 7 The traffic science and technology information stations of provinces, autonomous regions and municipalities directly under the Central Government are the traffic science and technology information centers of provinces (autonomous regions and municipalities) and the institutions directly under the Communications Department (bureau). Information stations should be independently compiled and accounted for, equipped with full-time webmasters and a certain number of full-time scientific and technological information personnel.

The main tasks of the traffic science and technology information station are:

(a) to assist the traffic department (bureau) to provide business guidance, experience exchange and cadre training for local traffic science and technology information work;

(two) according to the needs of local traffic development, do a good job in the basic work of literature, collect and process information, and report it in time;

(three) closely around the major issues of local traffic development to carry out intelligence research, and provide intelligence results and consulting services for leadership decision-making, scientific research and traffic production and construction;

(four) the development of local traffic information database, to carry out computer information retrieval and novelty retrieval services;

(five) responsible for collecting and summarizing local literature catalogues, scientific and technological achievements, scientific research projects and other materials, and providing them to the Ministry of Information in a timely manner, and establishing a computer retrieval system for traffic scientific and technological information;

(six) facing the market demand, actively organize various forms of information exchange and technology market activities, and promote the introduction of technology and the popularization and application of scientific and technological achievements;

(seven) organize and hold various training courses to cultivate talents for the region;

(eight) to strengthen the horizontal contact and cooperation with various intelligence agencies, societies and related academic groups in the transportation industry. Article 8 The main tasks of the intelligence agencies of enterprises and institutions directly under the Ministry of Communications are:

(1) Collecting, processing and reporting the domestic and foreign traffic information required by the unit;

(two) according to the needs of the unit, to carry out special information research and provide information retrieval services;

(three) actively participate in the information exchange activities of the relevant professional scientific and technological information networks in the transportation industry;

(four) responsible for collecting the literature catalogue, scientific and technological achievements, scientific research projects and other information of the unit, and providing it to the Ministry of Information in time to establish a computer retrieval system for traffic scientific and technological information. Article 9 The professional information network of transportation industry is an information exchange and cooperation organization voluntarily formed by relevant units within a certain professional scope according to the articles of association. Its main tasks are:

(a) according to the needs of the development of transportation production and construction, organize member units to carry out various forms of information exchange activities to communicate technical, economic, market and management information. Introduce, digest and popularize new technologies, new achievements and advanced experience;

(two) closely combined with the actual production and construction of transportation and the needs of member units, organize information research, technology development and consulting services.
