In this regard, the "Notice" requires that all localities should sort out the existing collective land ownership registration results in accordance with the technical specifications such as the "Standards for Real Estate Registration Database" and incorporate them into the real estate registration database to form a cadastral map of collective land ownership. If the registration results are not built, it is necessary to complete the digital database building work such as information entry and data scanning vectorization; If the registration result has been established, it is necessary to compile the real estate unit code and complete the supplementary information entry and data format conversion. At the same time, it is necessary to do a good job in connecting the real estate registration database with the basic information platform of land space at the same level and the "one map" of land space planning.
In addition, the "Notice" clarifies that the registration results of collective land ownership will be updated centrally. If the registered collective land ownership changes, the cadastral survey will be supplemented as needed, and the corresponding registration business will be handled centrally through the real estate registration system. When submitting the collective land ownership registration results in a unified way, the provincial natural resources departments should organize the collection and update of the collective land ownership registration results and cadastral maps at the county level, complete a collection and submit it to the Ministry of Natural Resources at the front line by the end of 2023. The provincial department in charge of natural resources shall conduct quality inspection on the achievements of city and county exchange, and incorporate them into the provincial real estate registration database. The Ministry of Natural Resources will use the relevant achievements of the land and space basic information platform to check the exchange results.
The "Notice" also proposes to improve the application mechanism for updating the registration results of collective land ownership, and all localities should adopt a "daily-regular" model to update the registration results of collective land ownership and maintain the status quo of the results. Where collective land is expropriated according to law, the relevant local people's government shall make it clear in the forwarded land expropriation approval document that the city and county real estate registration agencies shall handle the cancellation or change registration of collective land ownership accordingly. Other circumstances lead to changes in the ownership of collective land, and it is necessary to organize relevant farmers to apply for registration in time. Since 2024, the municipal and county departments in charge of natural resources should, in combination with the annual land change survey, organize to sort out and verify the registration results of collective land ownership at the end of each year, check and fill gaps, and update them. Natural resources departments at all levels are required to make full use of the results of collective land ownership registration in related businesses such as project land approval, collective land expropriation and state-owned construction land supply.
The "Notice" emphasizes that all localities should take updating the registration results of collective land ownership as a key task, carefully organize and implement it, strengthen business training, strengthen quality control, and ensure that tasks are completed on time. The Ministry of Natural Resources will establish a collective land ownership registration result to update the remittance work ledger, and regularly report the progress of various places. It is reported that Luquan, Hebei, Hunchun, Jilin and other places have been identified as demonstration sites, and the results will be remitted to the Ministry of Natural Resources before the end of 2022.
