No need. According to the Regulations on Seafarers' Training in People's Republic of China (PRC), seafarers can take up their posts after training without paying any fees. Ordinary seafarers only need to be trained for four and a half months. The tuition fee is about 8000 yuan, including accommodation and training fees. Senior crew members shall be trained with a high school diploma or above for two years and a junior college diploma for one year.
