The term "limited space" as mentioned in these Provisions refers to a space that is closed or partially closed, relatively isolated from the outside world, with narrow entrances and exits, operators can't work for a long time, and the natural ventilation is poor, which may easily lead to the accumulation of toxic, harmful, flammable and explosive substances or insufficient oxygen content. The limited space catalogue of industrial and trade enterprises is determined, adjusted and published by state administration of work safety. Article 3 An industrial and trade enterprise is the main body responsible for its limited space operation safety, and its principal responsible person is fully responsible for its limited space operation safety, and relevant responsible persons are responsible for their limited space operation safety within their respective responsibilities. Article 4 state administration of work safety shall supervise and manage the safety production in limited space of industrial and commercial enterprises throughout the country.
Local production safety supervision and management departments at or above the county level shall, in accordance with the principle of territorial supervision and graded responsibility, supervise and manage the work safety of industrial and commercial enterprises in limited space within their respective administrative areas. Where the people's governments of provinces, autonomous regions and municipalities directly under the Central Government have other provisions on the supervision and administration of production safety in limited space operations of industrial and commercial enterprises, those provisions shall prevail. Chapter II Safety Guarantee for Limited Space Operation Article 5 An industrial and trade enterprise operating in a limited space shall establish the following safety production systems and rules and regulations:
(a) the responsibility system for the safety of limited space operations;
(two) the examination and approval system for limited space operations;
(three) the safety management system of the limited space workplace;
(four) the safety training and education system for the person in charge, guardian, operator and emergency rescue personnel in the limited space workplace;
(5) Emergency management system for confined space operations;
(6) Safety operation procedures for confined space. Article 6 Industrial and trade enterprises shall conduct special safety training for the person in charge, guardians, operators and emergency rescue personnel engaged in confined space operations. Special safety training shall include the following contents:
(1) Hazardous factors and safety precautions for confined space operation;
(2) Safety operation procedures for confined space operation;
(three) the correct use of testing instruments and labor protection articles;
(4) Emergency measures in case of emergency.
Safety training should have special records, which should be signed by the participants. Article 7 An industrial and trading enterprise shall identify its limited space, determine the quantity, location, hazardous and harmful factors and other basic information of the limited space, establish a limited space management ledger, and update it in time. Article 8 Before carrying out confined space operations, industrial and trade enterprises shall evaluate the working environment, analyze the existing dangerous and harmful factors, put forward measures to eliminate and control hazards, formulate a confined space operation plan, and obtain the approval of the person in charge of the enterprise. Article 9 An industrial and trade enterprise shall, according to the limited space operation plan, define the person in charge, guardians, operators and their safety responsibilities at the operation site. Article 10 An industrial and trade enterprise shall inform the workers of the limited space operation plan, possible dangerous and harmful factors and preventive and control measures before implementing the limited space operation. The person in charge of the site shall supervise the operators to prepare for the operation as planned. Eleventh industrial and trade enterprises should take reliable isolation measures to isolate facilities, equipment and spaces where toxic and harmful substances exist from the workplace. Twelfth confined space operations should strictly abide by the principle of "ventilation first, then detection, then operation". Detection indicators include oxygen concentration, flammable and explosive substances (combustible gas, explosive dust) concentration, toxic and harmful gas concentration. The test shall conform to relevant national standards or industry standards.
No one is allowed to work in a limited space without ventilation and inspection. The test time shall not be earlier than 30 minutes before the operation starts. Thirteenth inspectors should record the time, place, gas type, concentration and other information during testing. Inspection records shall be filed after being signed by the inspectors.
Testers should take corresponding safety protection measures to prevent poisoning, suffocation and other accidents. Article 14 When the articles stored or left in the limited space are harmful to the operation, the operator shall clean, empty or replace the articles before the operation. After testing, the hazardous and harmful factors in the confined space meet the requirements (GBZ 2. 1) of the Hazardous Factors in the Workplace occupational exposure limits. Fifteenth in the process of limited space operation, industrial and trade enterprises should take ventilation measures to maintain air circulation, and prohibit the use of pure oxygen for ventilation.
When it is found that the ventilation equipment stops running, and the concentration of oxygen in the confined space is lower than or the concentration of toxic and harmful gases is higher than the limit specified by national standards or industry standards, the industrial and trade enterprises must immediately stop the operation in the confined space, count the workers and evacuate the operation site.
