Management regulations on training and assessment of special equipment operators
For the safety technical training of special operations personnel, production and business units with safety training conditions shall give priority to independent training, or may entrust institutions with safety training conditions for training.

Article 1 This Law is formulated with a view to strengthening the safety of special equipment, preventing accidents of special equipment, ensuring personal and property safety and promoting economic and social development.

Article 2 This Law is applicable to the production (including design, manufacture, installation, modification and repair), operation, use, inspection and testing of special equipment and the safety supervision and management of special equipment.

The special equipment mentioned in this Law refers to boilers, pressure vessels (including gas cylinders), pressure pipes, elevators, lifting machinery, passenger ropeways, large amusement facilities, special motor vehicles in the field (factory) and other special equipment to which this Law applies according to laws and administrative regulations.

The state implements catalog management for special equipment. The catalogue of special equipment shall be formulated by the safety supervision and management department of special equipment in the State Council, and shall be implemented after being approved by the State Council.

Article 3 The safety work of special equipment shall adhere to the principles of safety first, prevention first, energy conservation and environmental protection, and comprehensive management.

Article 4 The State implements classification and safety supervision and management throughout the production, operation and use of special equipment.

Article 5 The department responsible for the safety supervision and management of special equipment in the State Council shall supervise and manage the safety of special equipment throughout the country. The departments of local people's governments at or above the county level responsible for the safety supervision and management of special equipment shall supervise and manage the safety of special equipment within their respective administrative areas.

Article 6 the State Council and local people's governments at all levels shall strengthen their leadership over the safety of special equipment and urge all relevant departments to perform their duties of supervision and management according to law.

The local people's governments at or above the county level shall establish a coordination mechanism to timely coordinate and solve the problems existing in the safety supervision and management of special equipment.

Units that produce, operate and use special equipment shall abide by this law and other relevant laws and regulations, establish and improve the responsibility system for safety and energy conservation of special equipment, strengthen the management of safety and energy conservation of special equipment, and ensure the safety of production, operation and use of special equipment and meet the requirements of energy conservation.
