Article 2 The term "free education for normal students" as mentioned in these Measures is divided into two categories. The first category refers to the training management mode implemented by the state in normal universities directly under the Ministry of Education, such as Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University. Chapter II Selection and Admission

Article 3 The education administrative department at the county level shall, jointly with the departments of organization establishment, finance, human resources and social security, make overall consideration of the needs of school teachers and the establishment and use of rural primary and secondary schools according to the construction plan of teachers, and determine the annual demand plan and discipline distribution of publicly-funded normal students. With the consent of the people's government at the county level, before the end of 65438+February each year, the municipal education administrative department shall, jointly with the departments of organization and finance, review and summarize the results and report them to the Provincial Department of Education. The Provincial Department of Education, together with the Provincial Department of Finance and other departments, will co-ordinate the formulation of the annual demand plan for normal students at public expense in the subordinate normal universities and the enrollment plan for normal students at public expense in the whole province, so as to ensure the effective connection between enrollment training and teachers' job requirements.

Article 4 Normal students at public expense in normal universities directly under the Ministry of Education shall be admitted in advance in accordance with the relevant policies and requirements of the Ministry of Education and universities in our province.

Article 5 Provincial institutions of higher learning recruit normal students at public expense in the province in two modes, and the normal students at public expense at the starting point of high school are arranged to be admitted in advance in ordinary colleges and universities in our province; The starting point of junior high school is to recruit public-funded normal students from junior high school graduates in accordance with relevant policies and regulations. _ _ _ _ _ _ _

Article 6 Education administrative departments at all levels and provincial institutions of higher learning should strengthen policy propaganda and guidance, and create a good environment for ordinary high schools, secondary vocational schools and junior high school graduates to apply for public-funded normal students by issuing enrollment brochures and carrying out policy propaganda.

Chapter III Training Management

Article 7 The publicly-funded normal students in the subordinate normal universities shall be educated and trained by the subordinate normal universities in accordance with the free education agreement for normal students, and the publicly-funded normal students in the province shall be educated and trained in accordance with the free directional training agreement. Normal students at public expense shall perform their corresponding responsibilities and obligations in accordance with relevant agreements during their study in school and after graduation.

Article 8 There are four modes for cultivating normal students at public expense in this province.

(A) the starting point of junior high school students at public expense to adopt two or four-stage training mode. Students are registered as secondary vocational teachers in the first two years after entering school. After the completion of secondary vocational schools, those who pass the examination will be awarded the graduation certificate of teachers' major at the level of secondary vocational schools by the training school. At the same time, those who participated in the corresponding entrance examination of ordinary colleges and universities in that year, and whose test scores reached the provincial admission scores and met the admission conditions, were promoted to undergraduate courses for 4 years after the formal college entrance examination, and the enrollment plan was included in the undergraduate enrollment plan of ordinary colleges and universities in that year. Upon the expiration of the undergraduate course, those who pass the examination and meet the graduation conditions will be awarded a four-year undergraduate diploma by the training school, and those who meet the conditions for granting a bachelor's degree will be awarded a bachelor's degree certificate.

For the students who took the college entrance examination in the same year, and their test scores did not reach the provincial admission scores in the same year, the original agreement on public-funded orientation training was terminated, and the training school no longer carried out follow-up training.

(2) Five-year compulsory college training mode is adopted for normal students at junior high school starting point at public expense.

(3) Starting from high school, all primary and secondary school teachers at the undergraduate level adopt the four-year undergraduate training mode.

(IV) Four-year undergraduate training mode for teachers of public-funded secondary vocational specialized courses at the starting point of high schools (secondary vocational schools), which is jointly trained by undergraduate colleges and relevant higher vocational colleges and enterprises.

Article 9 Provincial institutions of higher learning should, in accordance with the principle of having both ability and political integrity, specializing in many skills and facing the countryside, and according to the requirements of basic education development and curriculum reform, strengthen the teacher's ethics education of the province's publicly-funded normal students, guide them to establish advanced educational concepts, love education, and strengthen their professional ideals of long-term teaching, so as to lay a solid foundation for becoming excellent teachers and educational experts in the future. It is necessary to carefully formulate the education and training plan, implement the "double tutorial system", and arrange for famous teachers in primary and secondary schools and high-level teachers in colleges and universities to give lectures to normal students at public expense in the province. Strengthen the practice teaching link, and implement the system that the accumulated educational practice time of normal students at public expense in the province is not less than one semester.

Article 10 During the period of studying at school, normal students in the province who are oriented at public expense shall not transfer to other schools, and in principle, they shall not transfer to normal students who are oriented at public expense.

Eleventh provincial colleges and universities in accordance with the relevant policies of the state and the province, formulate specific measures for the management of normal students at public expense during the school period.

Chapter IV Performance Teaching

Twelfth Normal University directly under the Ministry of Education, Normal University directly under the Ministry of Education and the Provincial Department of Education signed an agreement on free education for normal students. After graduation, students from normal colleges directly under the Ministry of Normal University will return to our province to teach in public primary and secondary schools in principle, and promise to engage in primary and secondary education for not less than 6 years. Public-funded normal students working in urban schools should serve at least 1 year in rural compulsory education schools. During the service period stipulated in the agreement, with the consent of the Provincial Department of Education, normal students under the Normal University at public expense can move normally between primary and secondary schools in the province or engage in education management.

Article 13 If the normal students directly under the Normal University Department are unable to return to teach in this province due to special reasons such as volunteering to teach in remote and poverty-stricken areas and ethnic minority areas in the central and western regions, they can apply for inter-provincial employment before graduation, and go through the inter-provincial employment procedures according to the relevant prescribed procedures after being examined and approved by the education administrative department of the school, the province where the students are from and the receiving province. Graduates of normal universities directly under the Ministry of Education who apply for inter-provincial employment during the service period shall be handled in accordance with the relevant documents of the Ministry of Education.

Article 14 Education administrative departments at all levels should take the initiative to contact the normal universities under the Ministry of Education, take various forms and channels, and actively organize employers to meet with the normal students under the Ministry of Education at public expense to make a two-way choice.

Fifteenth the province's free normal students and their legal guardians, provincial colleges and universities and the county people's government signed a free directional training agreement. After graduation, the people's government at the county level (or entrust the education administrative department at the county level) will determine the specific service schools and posts through direct examination and recruitment according to the service areas and types of service schools agreed in the agreement, and implement the required preparation. The service time of undergraduate graduates is not less than 6 years, and the service time of junior college graduates is not less than 5 years.

Article 16 Under the ordinary plan, normal students who are oriented at public expense in the province may, within the service period stipulated in the agreement and with the approval of the county-level education administrative department, move between the corresponding schools in the oriented counties and cities or engage in education management according to the service areas and school types stipulated in the ordinary plan; During the service period stipulated in the agreement, with the approval of the education administrative department at the county level, the teachers' students in the province who are directed at public expense under the township teaching plan or the ethnic township plan can move between the corresponding schools in the township or ethnic township or engage in education management according to the service areas and types of service schools stipulated in the township teaching plan or ethnic township plan.

Article 17 If the normal students at public expense are unable to perform the agreement due to illness, enlistment and other reasons, they shall apply for a suspension of the agreement, and their performance shall be suspended after examination and approval. If circumstances permit, the agreement can be continued after verification. Among them, the normal college students at public expense under the Ministry of Normal University are audited by the Provincial Department of Education, and the normal college students at public expense in the province are audited by the county-level people's government (or entrusted by the county-level education administrative department).

Article 18 If it is really necessary to terminate the agreement due to physical reasons, it shall be terminated according to the agreement.

Chapter V Handling of Breach of Contract

Nineteenth public normal students should strictly fulfill the agreement. Those who fail to engage in education as agreed must refund the public education fees they have enjoyed and pay liquidated damages. Those who have been included in the establishment management will no longer retain their status in the establishment, and will not be directly included in the establishment management of other institutions without open recruitment procedures.

Article 20 If the publicly-funded normal students directly under the Ministry of Normal University fail to perform their teaching duties according to the requirements of the agreement after graduation, the funds returned by default shall be collected, managed and used by the Provincial Department of Education; The public-funded normal students directly under the Normal University Department breach the contract after graduation, and the returned default funds shall be collected, managed and used by the education administrative department of the teaching school. After graduation, the normal students in the province who are directed at public expense fail to perform their teaching duties according to the requirements of the agreement or break the contract after graduation. The funds returned by default shall be collected, managed and used by the administrative department of education of the counties and cities under the agreement. According to the principle of "two lines of revenue and expenditure", the funds returned in violation of the contract should be turned over to the finance at the same level in full, and be included in the general public budget management as "other non-tax revenue" for the overall development of education.

Twenty-first, except for special reasons such as suspension from school and failure to graduate normally, if the normal students at public expense fail to obtain the corresponding academic degree certificate and teacher qualification certificate within the specified time, they will be treated as breach of contract.

Twenty-second publicly-funded normal students who practise fraud or commit other violations of discipline during their registration, study, teaching and postgraduate studies shall be dealt with in accordance with relevant regulations.

Chapter VI Incentive Measures

Twenty-third normal college students directly under the Ministry of Normal University enjoy the unified national living allowance policy, and eligible normal college students in the province are given priority in the scope of state grants. Excellent public-funded normal students can enjoy other non-compulsory scholarships. Encourage the establishment of special scholarships for normal students at public expense. Support training schools to send outstanding normal students at public expense to participate in activities such as exchange study and teaching skill competition at home and abroad.

Article 24 Education administrative departments at all levels shall incorporate the on-the-job training of public-funded normal students after performing their duties as teachers into the national and Hunan primary and secondary school teacher training plans, implement a five-year training system for all staff, and support the professional development and lifelong growth of public-funded normal students.

Article 25 All levels and departments should implement preferential policies such as rural teachers' talent allowance, township work allowance and allowance for hard and remote areas in accordance with regulations, so as to attract publicly-funded normal students to teach in rural primary and secondary schools after graduation. It is necessary to provide office space, circulating dormitory and other necessary working and living conditions for normal students at public expense to teach in rural areas.

Twenty-sixth to cultivate the province's normal students at public expense as an important index to evaluate the level of running relevant provincial universities. Give preferential policies to provincial colleges and universities that have made positive contributions to the education of free normal students in the province, and further increase financial support.

Chapter VII Conditional Guarantee

Article 27 Departments at all levels should strengthen organizational leadership and institutional guarantee as required, and properly solve the staffing requirements of publicly funded normal students to teach in public primary and secondary schools in accordance with the relevant requirements of establishing a "dynamic adjustment and turnover use" system by giving priority to the use of empty editing and receiving.

Twenty-eighth departments at all levels and relevant schools should strengthen coordination as required, and establish a clear division of responsibility management system. The education department takes the lead in the recruitment, training, employment guidance, post implementation, registration and performance management of public-funded normal students; The human resources and social security department is responsible for handling the employment-related procedures of the normal students at public expense after they arrive at their posts; The organization department is responsible for handling the enrollment procedures for normal students to teach at public primary and secondary schools at public expense within the approved total staffing of primary and secondary schools; The financial department is responsible for the implementation of relevant funds.

Twenty-ninth cities and counties are encouraged to actively carry out public education for normal students at the municipal level, focusing on training teachers at the junior college level in primary schools and kindergartens, and the required funds are implemented by the municipal and county finances as a whole. Departments at all levels and provincial institutions of higher learning should, in accordance with the requirements, build a mechanism for local governments, primary and secondary schools, and universities to train public-funded normal students, and select several counties and cities to build experimental areas for teacher education reform and innovation. Public-funded normal students mainly go to primary and secondary schools in the experimental areas for educational practice. Promote training schools to co-ordinate all kinds of resources, build provincial and municipal teacher education bases, build a teaching skill training platform for public-funded normal students, explore a new mode of cultivating excellent teachers, concentrate the best resources on the training of public-funded normal students, and comprehensively improve the training quality of public-funded normal students.

Thirtieth departments at all levels should take measures according to the requirements, actively guide social organizations, enterprises and institutions, and non-governmental organizations to invest in incentives, and give encouragement and support to public-funded normal students who have been engaged in primary and secondary education for a long time after graduation.

Thirty-first education supervision departments at all levels should include the free education for normal students in the supervision content, strengthen supervision and inspection and inform the relevant situation. The Provincial Department of Education shall, jointly with the relevant departments, commend the units that have made outstanding achievements in the public education of normal students in accordance with the relevant provisions of the state and the province, and timely summarize and popularize the successful experience.
