Step 1: The applicant unit or individual submits a written application to the window of the Press and Publication (Copyright) Bureau of the District Government Affairs Center and receives the Application Form for Establishing a Printing Enterprise.

Step 2: The applicant or individual submits the materials prepared according to the requirements of the Application for the Establishment of a Printing Enterprise to the "window", and the staff will confirm the relevant materials on the spot. Qualified on-the-spot acceptance, unqualified will not be accepted, and a one-time written notice.

Step 3: The District Press and Publication (Copyright) Bureau submits the application materials to Chengdu Press and Publication Bureau. The Printing Management Office of Chengdu Press and Publication Bureau conducted on-the-spot investigation and verification of the substantive contents of the application materials. If it does not meet the statutory conditions and standards after on-the-spot investigation and verification, it shall make a written decision not to grant administrative license according to law and inform the reasons. After on-the-spot investigation and verification, those who meet the statutory conditions and standards shall participate in the training on relevant laws and regulations of the printing industry organized by Chengdu Press and Publication Bureau, and fill in the Registration Form of Printing Enterprises after obtaining the certificate of training on printing regulations.

Step 4: Chengdu Press and Publication Bureau registered the bidding enterprises with Sichuan Government Affairs Service Center, and reported them to the superior organ-Sichuan Press and Publication Bureau for relevant examination and approval procedures.

Step 5: Wenjiang Press and Publication (Copyright) Bureau will issue the Business License of Printing Enterprise to the applicant within 15 days after Sichuan Press and Publication makes the decision to approve the administrative license.

Legal basis: Article 8 of the Regulations on the Administration of Printing Industry in People's Republic of China (PRC) shall meet the following conditions for establishing a printing enterprise:

(1) Having the name and articles of association of the enterprise;

(2) Having a definite business scope;

(3) Having production and business premises and necessary funds, equipment and other production and business conditions that are suitable for the business scope;

(4) Having an organization and personnel suitable for its business scope;

(5) Other conditions stipulated by relevant laws and administrative regulations.

The examination and approval of the establishment of a printing enterprise shall not only conform to the provisions of the preceding paragraph, but also conform to the national plan on the total amount, structure and layout of printing enterprises.
