Article 25 is renumbered as Article 26, and one paragraph is added as the third paragraph: "Schools and other educational institutions run by the state shall adhere to the principle of thrift." Paragraph 3 is renumbered as paragraph 4 and amended as: "Schools and other educational institutions established or participated in by financial funds or donated assets shall not be established as profit-making organizations."
