Chapter I General Principles

Article 1 These Rules are formulated in accordance with the People's Police Law of the People's Republic of China and relevant regulations in order to strengthen the standardization and institutionalization of police work of public security organs1/kloc-0.

Article 2 The command center of the municipal and county (flag) public security bureau shall set up an alarm service desk (telephone number: 1 10), which shall be responsible for receiving public emergency alarm calls, asking for help, and complaining about violations of laws and regulations or dereliction of duty of public security organs and their people's police.

Article 3 1 10 The police reception work adheres to the purpose of serving the people wholeheartedly, cracking down on illegal and criminal activities according to law, maintaining social order and providing security services.

Article 4 1 10 When the alarm service desk receives an emergency alarm, it shall handle it in advance, directly direct all units of the public security organs and police officers in charge of police dispatch, and call equipment to supervise and guide police dispatch.

All police types and actual combat units of the public security organs should establish a working mechanism that is connected with the work of 1 10 to ensure the timely implementation of instructions.

Article 5 1 10 alarm service desk shall establish and improve the working procedures, internal management, assessment, notification inspection, rewards and punishments, etc.

Article 6 1 10 The alarm service desk shall establish a supervision and restriction mechanism, accept the inspection and supervision of the public security organs at higher levels and all sectors of society, and improve its work in time.

The command center of the Ministry of Public Security is responsible for providing professional guidance, coordination and supervision to the police receiving work of public security organs nationwide. The telephone number is 1 10.

The public security departments and bureau command centers of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for operational guidance, coordination and supervision of the police reception work of public security organs within their respective administrative areas. Chapter II Basic Requirements

Article 7 1 10 The staff of the alarm service desk shall master and use Mandarin, and shall do the following when receiving alarms, seeking help and complaints:

(a) strict police appearance, standardized behavior and enthusiastic attitude;

(2) When answering the phone, take the initiative to say "Hello, answer the police officer number ×× (city, county)1/kloc-0";

(three) ask the parties about the main situation of the case (matter) and the basic situation of the parties;

(four) in accordance with the unified form of careful registration, custody, do a good job of receiving reports, command, police records, and file for future reference.

Article 8 In cities where foreigners frequently come and go, the 1 10 alarm service desk should actively create conditions to open foreign language alarm services. In cities where many ethnic minorities live in concentrated communities, police services in local minority languages will be set up.

Article 9 The public security organ shall, according to the local actual situation, reasonably arrange the police force to ensure that when a case (incident) occurs, the police handling the case can arrive at the scene in time.

Article 10 The 1 10 alarm service desk shall issue an alarm instruction in time, and all business departments, grass-roots units and personnel of the public security organs must obey the alarm instruction issued by the 1 10 alarm service desk, and shall not shirk or delay the police, which will affect the police handling.

Article 11 After receiving the alarm instruction from the alarm service desk 1 10, police officers who are dealing with emergency alarm, asking for help and complaining about serious violations of law and discipline that are endangering public, personal or property safety should quickly go to the scene to carry out disposal work. For other non-emergency alarms, calls for help and complaints, the police should deal with them as soon as possible.

Twelfth emergency and non-emergency alarm, the time limit for help by the city and county public security organs according to the size of the city, town, police resources and road traffic conditions decided and announced, subject to public supervision.

Chapter III Acceptance of Alarm

Article 13 1 10 alarm work shall be "level 1 alarm", that is, it shall be accepted by the municipal or county (flag) public security bureau 1 10 alarm service desk.

Article 14 1 10 alarm service desk accepts alarm range:

(1) Criminal cases;

(2) Public security cases (incidents);

(3) Mass incidents that endanger personal and property safety or social order;

(4) Natural disasters and public security disasters and accidents;

(five) other alarms related to illegal crimes that need to be handled by the public security organs.

Article 15 1 10 After receiving the alarm, the alarm service desk will send personnel to handle it according to the alarm situation. In case of emergency cases (incidents) endangering public, personal or property safety, it shall immediately report to the person in charge, and notify the competent business department at the same time when the police are disposed of.

Article 16 Major cases (incidents) within the scope stipulated in Article 14 of these Rules shall be reported to the person in charge in time according to the nature of the police situation, the scale of the situation and the urgency, and the police shall be dispatched to deal with them quickly according to the work plan and the instructions of the person in charge.

Seventeenth for small-scale general mass incidents, should immediately notify the competent business department, and as appropriate, send police to maintain order at the scene, to assist the relevant departments to dissuade, to prevent the situation from expanding.

Article 18 When a large-scale and violent mass incident occurs, it shall immediately report to the person in charge, and send police to the scene according to the work plan and the instructions of the person in charge to control the situation, assist the relevant departments to do a good job in alleviating and resolving contradictions and calm the situation as soon as possible.

Nineteenth natural disaster alarm should be scheduled according to the type and degree of disasters, and at the same time report to the person in charge.

Twentieth cases (incidents) occur in areas where the jurisdiction of the report is not clear for the time being, and police officers should be designated to handle them first, and then handed over to the relevant departments of the local public security organs for handling if necessary.

Twenty-first people who lie to the police or make harassing calls shall be investigated and dealt with according to relevant laws and regulations.

Article 22 1 10 The principle of combining "first-level policing" with "nearby policing" and "classified policing" shall be implemented in policing work; Megacities can adopt appropriate police handling mechanisms according to actual conditions.

Twenty-third police officers should dress in accordance with the regulations, with strict police appearance and necessary police equipment such as police equipment and communication tools; Full-time police should master the basic skills of emergency rescue, disaster relief and medical rescue.

Twenty-fourth police officers arrived at the scene, should be properly handled in accordance with the relevant provisions of the police. After receiving the alarm, it shall promptly report the handling situation to the 1 10 alarm service desk, and make a good record of the benefits of receiving the alarm. If it is necessary to make legal documents for police handling, it shall be handled in accordance with relevant regulations.

Article 25 For an ongoing case (incident), if the first police officer who arrives at the scene is not enough to stop or control the situation, he shall immediately report the case (incident) to the alarm service desk at 1 10. 1 10 The alarm service desk quickly mobilizes and directs relevant police types and departments to rush to the scene to reinforce or conduct monitoring and investigation according to the work plan.

Article 26 If it is necessary to monitor and investigate the reported major cross-regional cases, the 1 10 alarm service desk shall, while directing the local police to handle them, report to the public security organ at a higher level or notify the relevant regional public security organ as appropriate.

After receiving the instructions from the public security organ at the higher level or the notification from the public security organ at the place where the case occurred, the public security organ in the relevant area shall promptly implement relevant seizure measures according to the work plan, provide necessary assistance, and keep in touch with the public security organ at the place where the case occurred or the local public security organ 1 10 alarm service desk at any time.

Article 27 Police officers shall report to the 1 10 alarm service desk in a timely manner, and the 1 10 alarm service desk shall promptly notify the foreigner management department of the local public security organ to send personnel to assist in handling the work.

Article 28 When using weapons and police equipment, police officers shall abide by the relevant provisions of the Provisions of People's Republic of China (PRC) People's Police on the Use of Police Equipment and Weapons.

Chapter IV Accepting Help

Article 29 1 10 The scope of receiving help from the alarm service desk:

(a) drowning, falling off a building, suicide, etc., which require emergency assistance from the public security organs;

(two) the elderly, children, mentally retarded people, mental patients and other people are lost and need the help of the public security organs to find them in a certain range;

(three) the public is in a dangerous and isolated state and needs immediate assistance;

(four) involving water, electricity, gas, heat and other public facilities in danger, threatening public safety, personal or property safety and the order of work, study and life, requiring the public security organs to deal with it first;

(five) other urgent matters that need to be handled by the public security organs.

Thirtieth public security organs should actively participate in urban emergency response under the unified leadership of the government, cooperate with relevant departments to fully perform their duties and provide services to the society.

Article 31 The 1 10 alarm service desk shall dispatch police in advance for emergency help that may endanger public safety, personal or property safety beyond the jurisdiction of public security organs, and notify relevant departments or units to send personnel to the scene for handling. Police officers of public security organs may give necessary assistance when dealing with it by relevant departments or units.

Article 32 For non-emergency help beyond the scope of public security organs, the alarm staff at the 1 10 alarm service desk shall inform the helper to seek help from the competent department or unit, and give necessary explanations as appropriate.

Article 33 1 10 The staff of the alarm service desk who undertake the emergency handling task of the city with the calling number shall promptly forward the call for help beyond the scope of the public security organ to the relevant units for disposal.

Chapter V Acceptance of Complaints

Article 34 Scope of complaints accepted by the alarm service desk 1 10: The public security organ and its people's police violate the People's Police Law of the People's Republic of China, the Regulations on Supervision of Public Security Organs and other laws and regulations and the disciplinary provisions of the people's police, illegally exercise their functions and powers, fail to perform their statutory duties, and fail to abide by various law enforcement, duty, organization, management systems and professional ethics.

Article 35 The police supervision department of the public security organ may also set up a complaint reception desk at telephone number 1 10, which is directly responsible for receiving complaints.

Article 36 The 1 10 alarm service desk shall truthfully register complaints, investigate and handle them impartially, and give timely feedback.

Article 37 1 10 When accepting a complaint, the alarm service desk shall ask the complainant about the basic information of the complained object, the specific content of the complaint, and the complainant's name, work unit or home address, contact information and other main information.

Article 38 1 10 The alarm service desk shall keep the contents of the complaint and the complainant's situation strictly confidential, and it is strictly forbidden to disclose the contents of the complaint to the respondent or other personnel.

Article 39 1 10 The alarm service desk shall take corresponding measures to handle complaints according to the situation.

(a) of the ongoing public security organs and their police to perform their duties according to law, exercise their functions and powers, abide by the law and other aspects of complaints, it should be ordered to the nearest police force to deal with in advance, and notify the police supervision department to conduct on-site investigation and handling.

(2) In the past, if a public security organ and its policemen complained about the problems in performing their duties, exercising their functions and powers, and abiding by the law, they should inform the complainant to complain to the discipline inspection, supervision, letters and visits, legal affairs or other departments with jurisdiction of the public security organ, and at the same time refer them to the discipline inspection, supervision, letters and visits, legal affairs or other departments with jurisdiction for investigation and handling according to the specific circumstances. The relevant departments shall promptly investigate and handle the complaints handed over by the 1 10 alarm service desk.

(three) complaints or letters and visits that have been made through other channels shall be handled by the original accepting department.

(4) If a police officer of a foreign public security organ or a police officer of a public security organ without affiliation is complained in the local area, he should instruct the nearest police force to handle it in advance, and then transfer it to the unit to which the complainant belongs.

(five) for complaints outside the scope of duties of public security organs, you can inform the complainant to complain to the relevant functional departments and make necessary explanations.

Article 40 The relevant departments and units that specifically undertake complaints shall conduct investigation and handling in a timely manner, inform the complainant of the investigation within 3 days after accepting the complaint, and send a copy to the alarm service desk 1 10 for future reference; If it is not resolved within 3 days, it shall promptly inform the complainant of the handling situation. Unless the complainant's name, work unit or home address and contact information are false, it is impossible to tell.

Article 41 1 10 The alarm service desk and the relevant departments undertaking complaints shall investigate and handle them objectively and fairly in strict accordance with the provisions of laws and regulations, so as to prevent the police from being falsely accused and framed for complaints.

Forty-second complaints that have been resolved should be clear in fact, conclusive in evidence, accurate in nature, legal in procedure, properly handled and filed for future reference. Complaints assigned by public security organs at higher levels shall be reported in a timely manner.

Forty-third public security organs at higher levels shall examine the handling of complaints by public security organs at lower levels. If mistakes are found in fact finding, handling procedures and handling results, they shall be corrected within a time limit.

Chapter VI Police Safety

Article 44 The public security organ shall strengthen the education on the purpose, professional ethics and legal system of 1 10 alarm service staff, and strive to be politically firm, proficient in business, excellent in work style and fair in law enforcement.

Article 45 The public security organ shall provide necessary institutional setup, personnel, equipment and funds for the normal operation of the 1 10 alarm service desk.

Article 46 1 10 alarm service desk shall, jointly with relevant departments, formulate work plans for the public security organs at the same level to handle all kinds of emergency cases (incidents) and mass incidents, and report them to the public security organs at higher levels for the record.

Article 47 The public security organ shall organize relevant police types and departments to carry out pre-plan drills to deal with various cases (incidents), enhance the coordination and cooperation ability among police types, and improve the rapid response ability and overall cooperative combat ability of the public security organ.

Article 48 1 10 The staff of the alarm service desk must have strong political and professional qualities, be healthy, be familiar with the basic laws and regulations of public security work and common sense of public security work, have strong abilities of analysis, judgment, comprehensive induction and command and coordination, be familiar with the natural situation and police force distribution in the police handling area, be familiar with the handling schemes of various cases (incidents) and be skilled in operation1kl.

Article 49 The public security organ shall strengthen the political and legal study and professional skills training of the 1 10 alarm service desk staff, regularly carry out on-the-job training and professional assessment, and improve the political quality, professional quality and service level of the police who receive the police.

Article 50 1 10 If the staff of the alarm service desk belong to the police rank, they shall be rotated regularly within the public security organs.

Article 51 1 10 alarm service desk shall be equipped with alarm receiving and recording system, wired and wireless command and dispatch system, public security geographic information system (electronic map), corresponding information inquiry terminal, necessary office equipment and transportation, and equipped with professional and technical personnel to ensure that the equipment is in good operation.

Article 52 1 10 The police receiving and handling unit shall be equipped with police equipment and rescue equipment such as transportation, communication tools, guns, police equipment, bulletproof vests, ropes and first-aid kits in accordance with regulations. 1 10 The special police car shall have uniform signs and be equipped with necessary first-aid equipment.

Chapter VII Reward and Punishment

Article 53 The 1 10 alarm service desk, police receiving units and police officers who have made outstanding achievements in their work shall be rewarded in accordance with relevant regulations and procedures.

Article 54 1 10 If the police who receive the police violate these rules slightly, they shall be criticized and educated; Causing serious mistakes or serious consequences, shall be given administrative sanctions in accordance with the relevant provisions; Those who violate the law shall be investigated for legal responsibility according to law.

Chapter VIII Supplementary Provisions

Article 55 The public security departments and bureaus of provinces, autonomous regions and municipalities directly under the Central Government may, according to actual conditions, formulate detailed rules for implementation and report them to the Ministry of Public Security for the record.
