Chapter I General Provisions Article 1 In order to regulate the use of heat for urban heating, protect the legitimate rights and interests of heat users, heat source units and heating units, save energy and promote the sustainable development of heating undertakings, these measures are formulated in accordance with national laws and regulations and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to urban heating and heat use and related management activities within the administrative area of this Municipality. Article 3 Urban heat supply shall follow the principles of overall planning, optimal allocation, standardized service and safety. Article 4 The municipal administrative department in charge of heat supply shall be responsible for the supervision and management of heat supply in this city. County (city) and Shangjie District heating administrative departments shall be responsible for the supervision and management of urban heating and heat use within their respective administrative areas under the guidance of the municipal heating administrative department. Township (town) people's governments and sub-district offices shall cooperate with the administrative departments in charge of heat supply to do a good job in the management of heat supply within their respective jurisdictions. Development and reform, urban and rural planning, urban and rural construction, real estate management, industry and informatization, environmental protection, land and resources, state-owned assets supervision and management, quality and technical supervision, production safety supervision, finance, price and other relevant departments shall, within their respective functions and duties, do a good job in the management of urban heating. Fifth to encourage heat source units, heating units to use clean energy, using less pollution, low energy consumption, safe operation of heating facilities and heating methods. Encourage and support relevant industry organizations to participate in heating industry management and technical services, publicity and training. Encourage and guide social capital to invest in building heating infrastructure. Chapter II Planning and Construction Article 6 The administrative department of urban and rural planning in the city, county (city) and Shangjie District shall, jointly with the relevant departments of heating, development and reform, environmental protection, etc., formulate a special plan for urban heating, and organize its implementation after being approved by the people's government at the same level. The approved special plan for urban heating shall not be changed without authorization. If it is really necessary to change, it shall be reported to the original examination and approval authority for approval. Article 7 The construction of heating facilities such as heating stations shall keep a safe distance from houses to reduce noise and environmental interference. Eighth new construction, renovation and expansion of buildings need to implement urban heating, the construction unit shall, in accordance with the provisions of supporting the construction of heating facilities. The design and construction of residential heating facilities shall meet the requirements of household control, and the installation position of household metering facilities shall be reserved in accordance with the technical requirements of household metering. If the existing residential heating facilities do not meet the requirements of household control, they shall be reformed in accordance with relevant regulations or through consultation between heating units and heat users. Article 9 If the existing buildings without heating system in the heating area need to be included in the urban heating pipe network, the required heating facilities such as secondary pipe network and heating station and indoor heating facilities shall be entrusted to a qualified unit for construction and installation, and the expenses shall be borne by the property owner. Tenth heating construction project is completed, the construction unit shall organize heating units to participate in the completion acceptance. The heating construction project can be delivered only after it has passed the acceptance. Eleventh construction units shall bear the warranty responsibility during the warranty period of heating construction projects according to law. The warranty period of heating construction project shall not be less than 2 heating periods from the date of completion and acceptance. If normal heating is not implemented during the warranty period, the warranty period of heating construction project shall be postponed accordingly. During the warranty period, if the heating construction project causes losses to the heat users, the construction unit shall be liable for compensation. Twelfth city heating pipe network needs to cross the unit, factory or residence, the relevant units and individuals shall provide the necessary convenience. Chapter III Heating and Heat Use Article 13 The franchise system shall be implemented for urban heating. City, county (city), Shangjie District heating administrative departments shall determine the heat source units and heating units according to law, and sign a franchise agreement with them, and grant them a heating franchise in a certain range and within a certain period of time. Heat source units and heating units shall not suspend business without authorization. Fourteenth city, county (city), Shangjie District heating administrative departments shall determine the heating range according to the special planning of urban heating. Heat source units and heating units shall operate within the heating range determined by the franchise agreement. When the heat load of a heat source unit or a heating unit is incompatible with its heating capacity, the heating administrative department may adjust its heating range. Article 15 The heating period in this Municipality is from 0: 00 on June 1 15 of that year to 0: 00 on March 15 of the following year. The advance or extension of the heating period shall be decided by the Municipal People's Government and announced to the public. Sixteenth city heating heating parameters, operation mode, etc. By the heating unit unified scheduling, timely adjustment, other units and individuals are not allowed to adjust or change. Seventeenth heat source units shall, according to the weather temperature changes, provide heat energy to heating units according to the design scale and design parameters. If losses are caused to heating units or heat users due to the reasons of heat source units, heat source units shall be liable for compensation according to law. Eighteenth heating units shall, in accordance with the requirements of national building energy efficiency, improve technical equipment, implement measurement management, monitor and maintain the heating system, improve the efficiency of the heating system, and ensure that the operation of the heating system meets the mandatory standards for civil building energy efficiency. Nineteenth heating units shall comply with the following provisions:

(a) the implementation of standardized services, service content, standards, time, telephone service to the public, timely handling of hot users reflect the problem;

(two) to establish and properly keep the archives of hot users;

(three) to guide heat users to use heating facilities correctly;

(four) when preparing the maintenance plan of heating facilities, the heating period should be avoided;

(five) in accordance with the provisions, set up temperature measuring points and make records of temperature measurement;

(six) regular maintenance, maintenance of heating facilities. Heat source units shall abide by the provisions of items (4) and (6) of the preceding paragraph.
