Measures for the administration of rural health personnel training projects subsidized by the central finance and local public health special funds Chapter I General Provisions
Article 1 In order to implement the task of training rural health talents proposed in the Notice of the State Council on Printing and Distributing the Recent Key Implementation Plan of Medical and Health System Reform (2009-20 1 1) (Guo Fa [2009]12No.), strengthen the construction of grassroots medical and health teams, improve the efficiency of the use of local public health special funds subsidized by the central government, and enhance rural areas.

Article 2 These Measures shall apply to rural health personnel training programs funded by the Ministry of Finance and the Ministry of Health (hereinafter referred to as rural health personnel training programs).

Article 3 The training objects of rural health personnel training programs are health technicians in township hospitals and village clinics, and managers of county-level health administrative departments and township hospitals.

Fourth rural health personnel training should follow the following principles:

(a) hierarchical management, overall consideration. In training management, we should be responsible at different levels, give guidance in different categories, make overall planning, arrange training time reasonably and make effective use of training resources.

(two) according to local conditions, apply what you have learned. The training content should be oriented to the needs of rural health work, focus on job responsibilities, meet job needs, emphasize pertinence and practicality, and pay attention to cultivating the ability of rural health personnel to use the theories and skills they have learned to guide practice and solve practical problems.

(3) Pioneering and innovating to improve efficiency. Innovate project management mechanism, enrich training content, improve training form, optimize training teachers, and strive to improve training effect.

(4) Evaluation and quality assurance. Continuously improve the training assessment system and strengthen the incentive and restraint mechanism. Check and evaluate the implementation of the training plan every year to ensure the training quality.

Article 5 The personnel relations of rural health personnel remain in the original unit during the training period, and the relevant salary, welfare, professional title and post treatment are not lower than before the training.
